Regional Monitoring and Evaluation Lead

The National Democratic Institute for International Affairs (NDI) is seeking a Monitoring and Evaluation (M&E) Lead to provide support to regional team initiatives by contributing to planning, design, monitoring and reporting for democratic development projects in collaboration with others. The position provides guidance to promote sound practice and liaises with other DC teams and regional field offices to ensure programs meet multiple donors' requirements for program monitoring tools and donor reporting. This position is based in NDI's office in Washington, DC. This position does not have direct reports.

Responsibilities:

Program Design and Proposal Development

  • In close cooperation with program teams, contribute to evidence-based program design processes, including development of sound theories of change, context analysis and problem identification, and articulation of logical frameworks
  • Spearhead efforts within the Middle East and North Africa (MENA) team to develop appropriate indicators of success and innovative methods of program impact measurement
  • Provide assistance on program proposals, including developing M&E plans, logical frameworks, performance monitoring plans and related components
    Performance Monitoring and Implementation

  • Guide the MENA region's DC and field-based teams, including resident monitoring and evaluation (M&E) staff, in identifying, developing, utilizing and systematizing performance monitoring tools and systems to strengthen program management and donor reporting

  • Work with the MENA and institutional teams to meet donor requirements in performance monitoring and reporting, and effectively convey stories about program results

  • Guide MENA-DC and field-based teams, including country program M&E staff, in setting up, operationalizing and maintaining M&E systems

  • Work with MENA field offices to respond to donor evaluations and data quality assessments (DQAs)
  • Support MENA team staff in recruiting qualified M&E staff and managing contracts with M&E consultants
  • Travel to the region to provide technical support, training and mentoring to field-based staff, sub-recipients and partners as needed

Learning and Capacity Building

  • Act as liaison to the Monitoring, Evaluation and Learning (MEL) team, support MENA participation in the Institute-wide Community of Practice for M&E staff and facilitate internal learning on M&E lessons from program planning and implementation
  • Engage with external stakeholders and donors and negotiate on behalf of NDI to develop scopes of work and budgets and manage recruitment and contracting of evaluation consultants and contractors for baselines, mid-terms and other evaluative components
  • Design and coordinate orientations, trainings and mentoring on M&E for NDI MENA staff and partners on M&E practices, data collection tools and protocols and data quality assurance
    Qualifications:

  • Undergraduate degree in a field of study related to international development or monitoring and evaluation methods, or related field; the equivalent combination of education and experience can be considered in lieu of degree

  • A minimum of eight (8) years of work experience working in the field of democracy and governance, with a minimum five (5) years of professional experience in performance monitoring and evaluation

  • Experience in working collaboratively or developing results-oriented program design, strategic planning and program evaluation

  • Experience in identifying and integrating sound data collection tools and methods (e.g., surveys, interviews, focus groups, secondary research data) into performance indicator monitoring systems
  • Experience in establishing and using databases to manage, analyze and visualize indicator data for donor reporting and team utilization
  • Strong interpersonal skills and cultural sensitivity to effectively interact with all levels of staff at DC-headquarters, within the field offices and with partners and donors
  • Ability to lead, inspire and motivate staff in the use of new concepts, tools and processes
  • Superior oral and written communication skills in English; French and/or Arabic language skills desirable
  • Exceptional analytical skills for interpreting complex program issues
  • Experience in supporting international development programs funded by the US and other donor governments, with preference for familiarity with donor M&E requirementS
  • Ability and willingness to travel to regional locations, which can be remote and difficult to reach
  • Demonstrated knowledge and/or competency in program design, monitoring and reporting
  • Demonstrated analytical, critical thinking and data visualization skills
  • Demonstrated technical ability to utilize databases (Access, Salesforce, etc)
  • Ability to lead effective training and provide hands-on guidance and technical assistance to team members
  • Working knowledge of PC-based and Google word processing and spreadsheet applications
