Consultancy: Learning Review on the CAMEALEON Model

from Norwegian Refugee Council
Closing date: 17 Oct 2019

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We deliver high-quality aid where needs are greatest. Today, we work in both new and protracted crises across 31 countries, where we provide camp management, food assistance, clean water, shelter, legal aid, and education. Today, a record 70.8 million people are fleeing war and persecution. Not since World War Two have more people needed our help. The Norwegian Refugee Council assisted over 8.5 million people worldwide in 2018, and with your support, we can help even more.

NRC is requesting competitive proposals from qualified firms or individual consultants, registered in their respective countries as LTD or Sole-Traders, interested in conducting a Learning Review on the CAMEALEON Model.

CAMEALEON is an NGO led network conducting independent research and analysis of the World Food Programme’s multi-purpose cash (MPC) programme. It is part of an innovative donor-agency approach to delivering assistance to Syrian refugees in Lebanon. CAMEALEON began in December 2017 and is co-managed by NRC (grant holder), Oxfam and Solidarités International.

We are seeking a consultant(s) to support a learning review of the project. The purpose is to map out the contributions of CAMEALEON to the Lebanon humanitarian response, identify key factors that affect the efficiency, effectiveness and accountability of CAMEALEON and generate learning on the global relevance of the CAMEALEON model in a given context and on the rollout of large-scale cash approaches.
