Senior Human Rights Advisor
The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 20 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.
The Regional Rights Resource Team (RRRT) of the Pacific Community (SPC) was established in 1995 and has been a pioneer in providing human rights capacity-building, research, policy, legal and technical assistance in the Pacific region. RRRT’s mission is to advance human rights and good governance standards for the sustainable and equitable development of the region and the benefit of all Pacific peoples.
The role – Senior Human Rights Advisor is responsible for planning, implementation, monitoring and reporting on RRRT core human rights, gender equality and civil society programmes, with emphasis on the core programme to mainstream a human rights-based approach into development and integrated programming. The role will provide advice, technical assistance and capacity building on key human rights and EVAW issues, and rights-based approaches in the Pacific region.

Key selection criteria
• Postgraduate qualification in a relevant field such as human rights, law, gender, international relations, social science, or equivalent years of experience working in a social development NGO, INGO or government setting
• Diploma or certificate courses in project cycle management
Knowledge and experience
• At least 5 years of progressive project management and development experience, with a background that includes development agencies
• Experience mainstreaming human rights-based approaches (HRBA) in development programming and integrated programming
• Solid resource mobilisation, proposal development and project cycle management experience
• Capacity development experience, including supporting state or non-state actors in advancing human rights and development
• High-level strategic planning experience, with a strong understanding of human rights issues in the Pacific region
• Experience in designing training and capacity building programmes and material on human rights and gender
• An understanding of national, regional and international human rights principles, standards, mechanisms and instruments
• Demonstrated experience in liaising with donors, government and civil society
• Pacific experience and an understanding of the human rights, good governance and development challenges in the Pacific region
· Excellent people management skills, including mentoring teams and building capacity
· Project management skills
· Monitoring and evaluation skills, including reporting
· Experience in advocacy and lobbying for social change
• Excellent English communication skills (oral and written), including a strong writing ability at a policy level
• A working knowledge of other Pacific Island languages would be an advantage
Interpersonal skills and cultural awareness
• Excellent interpersonal skills
• A team player with the ability to network and work effectively in a multicultural and gender-sensitive setting
• Cultural sensitivity and a demonstrated understanding of developing country environments, in particular Pacific Island countries and territories
Salary, terms and conditions
Contract Duration – Two years, until 31 December 2021.
Remuneration – The Senior Human Rights Advisor is a Band 11 position in SPC’s 2019 salary scale, with a starting salary range of 2,942‒3,677 SDR (special drawing rights) per month, which currently converts to approximately FJD 8,679–10,848 (USD 4,177–5,222; EUR 3,522–4,402). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,230–2,750 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and 30 days of sick leave per annum, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
