Programme Development and Quality Coordinator- Syria
This is a 1 year, replacement role with unaccompanied terms based in Syria, with an annual salary of Band 4 €40,003 - €44,449.
You will report to the Programme Director. You will line-manage the M&E Manager and will liaise with Programme Country Director, Country Financial Controller, Systems Director, District Managers and Programme Coordinators/Managers. You will also represent Concern in consultation with the Programme Director to Clusters, Coordination Fora, UN agencies, Donors and NGOs.

Your purpose: The purpose of the Programme Development and Quality Coordinator is to support programme teams in the development of proposals, concept notes and to carry out assessment. The PDQ Coordinator will also support the programme teams to ensure high quality programming and learning by supporting the MEAL Manager to achieve high-quality quantitative and qualitative monitoring and accountability to beneficiaries – in line with Concern global and country strategic plans, How Concern Understands Extreme Poverty, guidelines and policies. The post holder will also be expected to mentor and/or capacity building the MEAL Team and existing country programme staff.
You will be responsible for:
Take responsibility for oversight of all grants for the Syria/Iraq programme.
Develop and maintain project management tools such as funding trackers, grant trackers, reporting templates and reporting calendars; and ensure the team is aware of these timelines.
Work with the Country Financial Controller to ensure donor compliance and Concern guideline documents are followed.
Responsible for the coordination of donor reports and ensure that reports are of high quality and submitted for review on time.
Verify that financial and narrative reports are coherent and adhere to donor and Concern standards before submission.
Liaise between finance and programme staff to ensure that all deliverables are completed within the grant period and that all budget revisions are carried out in line with donor regulations.
Identify potential donors and carrying out research in order to understand their mission, policies, strategies, procedures and priorities including preparation of a Funding Strategy.
Monitor the country programme’s funding pipeline, ensuring that new proposals target key gaps and funding needs to the greatest extent possible
Serve as the lead writer of concept notes and proposals, including coordinating closely with programme team, finance and operational staff, as well as headquarters and technical advisors to facilitate input.
Support the Programme Director and Programme Coordinators in effective quality assurance of the country programme and compliance with organisational policies and strategies.
Support and supervise the MEAL Manager to lead and coordinate the M&E, Information Management and Accountability teams. This includes providing support during surveys and assessments, providing support to staff in the regular and reliable gathering of qualitative and quantitative data including regular, accurate and timely entry of M&E data into a programme database, the development of data collections tools and a relevant Community Response Mechanism (CRM)
Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programmes. This includes the sharing of data and high quality MEAL reports with programme teams, partner organisations, cluster partners and donors.
Ensure that equality, risk and vulnerability, protection and conflict sensitive programming are adequately addressed in the design of project indicators and in the M&E tools and implementation of M&E activities.
Provide strategic guidance to development of contextualised quality indicators to better support tracking of quality and outcome monitoring
Oversee the implementation and continued review and enhancement of Concern’s accountability and quality initiatives, including an effective complaint response mechanism, ensuring that they are integrated into the programmes
Ensure that all assessment/evaluation reports meet Concern and DAC criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming.
Ensure learning reviews are conducted and documented for all projects, appropriate to length, scale and complexity
Assist in preparation and achievement of Preparing for Effective Emergency Response (PEER) plans.
Team Management and capacity building
Train Concern and key partner staff in donor requirements and compliance rules under specific contracts, in collaboration with Concern Finance and Systems staff;
Provide technical support and on-going on-the-job training and coaching to MEAL and programme staff, contributing to their capacity building and career development.
Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the Concern Code of Conduct and its associated policies, security management and accountability. Contribute to the implementation of these policies.
Monitor and review performance of staff line managed through Concern’s Performance Development Reviews system (PDR’s) and hold staff accountable for meeting the success criteria.
Your skills and experience will include:
This position demands a highly organised and dynamic individual with a demonstrated ability to achieve results in a demanding environment.
Masters in social sciences, international development or a related discipline, or undergraduate degree and 4 years relevant experience.
Experience in in monitoring and evaluation of humanitarian and development programmes and strong understanding of M&E principles and processes, including database management, reporting etc. Proven ability to negotiate through strong inter-personal skills and ability to synthesise different perspectives.
Experience of managing major donor grants such as ECHO, EU, UN, Irish Aid, OFDA.
Experience of working with or providing support to partners, consortiums and/or a partnership model of working.
Demonstrable experience in the nurturing of organisational learning in programmes.
Strong facilitation and training skills with diverse audiences of NGO practitioners
A strong understanding of the management of knowledge within NGOs or development organisations and an ability to link this to system development.
Proven communication skills, both written and verbal.
Ability to work effectively with and contribute to multidisciplinary teams and provide team leadership as required
Demonstrable understanding and knowledge of inequality and rights related to development and emergency contexts and specific skills and knowledge of gender inequality, gender analysis and prevention and response to Gender Based Violence.
Computer literate with Microsoft Office, Outlook, Excel and Word;
We would also like:
Arabic language skills.
Previous work experience in response to the Syrian crisis.
Previous experience of multi-sectoral response
Experience of working with consortiums.
Knowledge of Core Humanitarian Standards, Sphere and Core Humanitarian Standards (CHS).
Strong interest in the application of Information and Communication Technology in Emergencies.
