The purpose of the ICLA Specialist position is technical development of the ICLA team, strategic direction and quality assurance, development of the ICLA strategy and quality control. The ICLA Specialist is responsible for mentoring, training and capacity building of staff on ICLA technical capacity.

  • Study specific ICLA contextual aspects and issues and produce strategic and programming analysis to develop ICLA core competency in Iran
  • Provide ICLA related strategic and technical inputs into the Protection Working Group and other relevant country level or regional fora.
  • Support the ICLA teams to ensure proper functioning of M&E systems and timely reporting
  • Support the Advocacy Manager in identifying advocacy opportunities related to ICLA in country and within the sub region
  • Follow-up on the development and implementation of the Comprehensive Vulnerability Assessment Tool
  • Support the consideration and inclusion of cash-based interventions and market based approaches within (and across) NRC core competency responses, where appropriate.
  • Contribute to the institutionalization of cash-based interventions and market based programmes though capacity building, guidance and SOP development and interdepartmental engagement.

Qualifications

  • Minimum 4 years of experience within ICLA/legal assistance technical expertise area in a humanitarian/ recovery/development context
  • Law degree in the field of international humanitarian or refugee law OR other relevant educational background combined with relevant professional experience
  • Strong relevant information counselling and legal assistance (ICLA ) expertise required
  • Strong understanding of protection principles
  • Experience from working in complex and volatile contexts
  • Fluency in English, both written and verbal
  • Ability to work independently and proactively with limited daily support and supervision
  • Experience working in coordination and liaising with external actors
  • Knowledge of the Afghanistan displacement context is an asset
  • Knowledge of the Farsi language is an asset
  • Knowledge of Iranian context is an asset
  • Experience with ICLA related advocacy work is an asset

Salary/benefits: According to NRC’s general directions

Grade: 9 - see attached NRC grade structure

Duty station: Tehran, Iran with approx 25 % travel
