A MONITORING, EVALUATION, ACCOUNTABILITY and LEARNING (MEAL) HEAD OF DEPARTMENT - MYANMAR
Length of Contract: 6 Months starting from the 15th of October**
This program is located in the conflict-sensitive environment, changing and challenging context, internal Displace camps.
Large-sized team (5 expatriates minimum and around 250 national staff). Large size and scope of programs
The program is implemented in multiple districts of Rakhine state including some with restricted access, which implies remote management (1 main base in Sittwe plus 4 sub-bases / field offices in Maungdaw, Buthidaung, Thet Kay Pyin, and Minbya).
The Position: Under the supervision of the Country Director, you will be responsible to ensure the development, oversee the implementation of and capacity build ACF mission staff on a robust mission-level, long-term MEAL framework in accordance with established ACF-Myanmar Programs and Mission strategies. More precisely, you will in charge to:**
Lead the development of ACF-Myanmar MEAL system
Lead the integration of MEAL system into programs
Provide technical support for assessment, monitoring and evaluation
Provide technical support for accountability and learning
Hierarchical/Functional management and capacity building of MEAL teams
Proactively support ACFs commitments to gender equality and child protection sensitivity
The Applicant: You hold a Master’s degree in a related topic (monitoring & evaluation, development, humanitarian aid, international relations), you have extensive experience of 5 years in humanitarian and/or development NGO in MEAL.
You had proven success in designing implementing and operating MEAL frameworks and experience in capacity building.
You show strong knowledge of the major evaluation methodologies (qualitative, quantitative, mixed-method and impact), data collection and analysis methods.
Recognized for your excellent diplomacy, organizational, communication and representation skills, you have also developed good team management skills. Fluency in English (oral and written) is compulsory.
Manager word: We are looking for an enthusiastic and creative MEAL HoD, responsible for developing and overseeing the implementation of a MEAL system at mission-level, in accordance with established ACF-Myanmar Programs and Mission strategies. Flexibility and open-mindedness will be key, as the position requires the capacity to Hierarchically/Functionally manage the MEAL teams and to ensure a continuous and efficient collaboration between the MEAL teams and the program managers (Nutrition, MHCP, FSL, WASH/DRR) all the while coordinating closely with the Senior Program Manager Rakhine.
This position calls for an experienced MEAL HoD, familiar with multicultural working contexts and strongly motivated to build the capacity of the team members
Contract: 6 months fixed term contract under French legislation
Remuneration and benefits:
· Monthly gross salary from €1805 to €2305 upon experience.
· Per diem and living allowance: 432€ net, field paid.
· + 16% of monthly gross salary as reimbursement of retirement insurance for the non-French citizen.
· + Child allowance limited to 5 children.
Transportation and accommodation:
· Coverage of transportation costs to and in the mission.
· Individual room in guesthouse covered
Medical coverage:** 100% coverage of medical expenses + repatriation insurance.
Leaves and RnR:**
· 25 days of paid leaves per year.
· + 20 RnR per year.
· + 215 € at each RnR period (averagely every 12 weeks).
· Coverage of the transportation expenses to the RnR area of reference.
· Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
· Technical trainings at HQ or regional level (averagely 1 per year).
· Intermission Workshop once a year.
