Context of the position
The French Red Cross (FRC) is operational in Northern Iraq since 2013. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging displacements and returns of population, the FRC provides assistance in a range of sectors including WaSH, Livelihoods, Education and Relief. With the Iraqi Red Crescent (IRCS), the FRC responded to the first wave of families displaced from Mosul in October 2016 and has been responding to the aftermath of Mosul crisis since, through WASH and Relief activities in Ninewa governorate. In 2019, the Coordination is based in Erbil with regular travels to Baghdad under the International Committee of the Red Cross. The sub-delegation based in Dohuk also covers the sub-office of Sinoni in Sinjar District (Ninewa Governorate). The delegation currently employs about 40 national staffs and 6 international staffs.

As the humanitarian context in Iraq is changing rapidly, moving from emergencies to development, and has the Iraqi Red Crescent is developing its new strategical framework for the years 2019/2023, the French Red Cross decided to review its organizational set up in Iraq, being more present in Baghdad by May 2020, with the goal to reinforce the partnership between the two national societies for the years to come.

The general strategical framework for the FRC in Iraq is:
* To participate actively to the life of the RC/RC Movement in Iraq, to the development of the IRCS, and to register its strategical objectives within the framework of the IRCS strategy;
* To have access to all Iraqi federal territory assuring the security of its personnel and partners;
* To have a viable economical structure in order to ensure the achievement of its strategic objectives within the framework of the IRCS strategy for the years 2019/2023.

The position

RESPONSIBILITIES

Under the supervision of the head of zone for the Middle-East, the head of delegation will be in charge of FRC teams and actions, especially:
* Strategy
* Representation
* Resources management
* Coordination
* Security

HIERARCHICAL AND FUNCTIONAL LINKS

Hierarchical link
* The HoD works under the responsibility of the head of zone for the Middle East in the HQ
* The HoD is the line manager of the assistant head of delegation, logistics and admin-fin-HR coordinators, the liaison officer and the head of sub-delegation (subject to fluctuation depending on the ongoing operations)

Profile of the candidate

Educational background and experiences
* graduate or post-graduate degree in relevant field
* work experience in a similar position
* previous experience with the RC & RC Movement compulsory

Professional skills
* strong communication, analysis and reporting skills
* management qualities
* substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action
* extensive knowledge and experience of project planning and budget holding, proposal and report writing
* advanced proficiency in English mandatory (oral and written)
* Arabic would be a strong asset

Salary conditions

Remuneration
* Based on the French Red Cross collective agreement
* Expatriation bonus of 15% included
* Daily allowance (per diem) of 32 €
* 13th month
* 10% of short-term contract bonus

Annual leave
* 5 weeks of paid leave par year
* 21 days off par year

Other advantages
* Airplane tickets from country of domicile to country of employment at the beginning and at the end of the mission – & for holidays at 6 months
* Financial allocation for breaks at 3 months – 9 months depending on the mission

Insurance
* Registration to the social security through the Caisse des Français de l’Etranger (CFE)
* Compulsory French Red Cross health mutual (LAMIE) 75% of the costs are reimbursed by the employer (the remaining 25€ per month at the charge of the employee)
* Medical assistance and repatriation (IMA Assistance) + provident insurance (death / invalidity)

Stay Safe is intended for every staff in a position to carry out international missions on behalf of the Federation or a National Society of the Red Cross Red Crescent Movement. The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
