Grants Manager - USAID PNG Electrification Partnership (PEP) Activity

Abt Associates, a global leader in technical assistance, program implementation, and international development, seeks a qualified Grants Manager for the anticipated USAID-funded PNG Electrification Partnership (PEP) Activity based in Papua New Guinea. The Grants Manager will oversee grants management for the project and is responsible for managing relationships with program grantees, including grant application and selection process, contract and deliverable management, and funding management. The PEP Activity anticipates connecting 70% of Papua New Guinea’s (PNG) population to electricity by 2030. Recognizing that access to electricity is fundamental to economic growth and is foundational for the development of the private sector and industries, the governments of Papua New Guinea, Australia, New Zealand, Japan, and the United States are working together to support this goal. The program will undertake four primary objectives:

  1. Strengthen PNG Power Limited (PPL)’s Utility Operations and Financial Viability
  2. Develop Viable Off-Grid Electrification Models
  3. Strengthen PNG’s Energy Regulation
  4. Catalyze Private Investment for Energy Projects

Key Roles and Responsibilities

  • Oversee day-to-day operations of Grants under Contract (GUC), which will support organizations partnering with PEP to contribute to the success of the PEP objectives
  • Work closely with the project’s technical staff to define scopes of work for grantees to support PEP’s objectives
  • Conduct grants solicitation and advertisements; design and prepare grant review guidelines for evaluators, including scoring formats; convene grant committee meetings; participate in negotiations with applicants, prepare the negotiation memoranda and awards
  • Oversee grants administration, compliance and implementation procedures, and ensure compliance with USAID procurement regulations and local Papua New Guinea laws
  • Develop and implement grant tracking system to ensure timely and correct execution of all grant agreements
  • Collaborate with the monitoring, evaluation and learning (MEL) team to obtain required monitoring data and to support ongoing learning
  • Make periodic visits to organizations and institutions executing projects supported by grants
  • Organize/provide ongoing support and training to strengthen grantee financial, management, and governance systems, as well as operational policies and manuals
  • Review invoices from grantees and ensure that all payment requests are supported and justified by appropriate documentation
  • Facilitate technical approval and payment of grantees
  • Ensure successful and compliant close-out of grant activities

Preferred Skills / Prerequisites

  • Bachelor’s degree in international development, finance, business, civil society management or other relevant field
  • At least four years of relevant experience managing grants for international development programs
  • Excellent verbal, written, interpersonal, and presentation skills in English
  • Experience managing grants for USAID programs desirable
  • Prior Papua New Guinea experience preferred, experience in fragile states desirable
