Opportunity

Abt Associates, a global leader in technical assistance, program implementation, and international development, seeks a qualified Operations Director for the anticipated USAID-funded PNG Electrification Partnership (PEP) Activity based in Papua New Guinea. The Operations Director will be responsible for all logistical, procurement, facilities, IT and security aspects of the project. The PEP Activity anticipates connecting 70% of Papua New Guinea’s (PNG) population to electricity by 2030. Recognizing that access to electricity is fundamental to economic growth and is foundational for the development of the private sector and industries, the governments of Papua New Guinea, Australia, New Zealand, Japan, and the United States are working together to support this goal. The program will undertake four primary objectives:

  1. Strengthen PNG Power Limited (PPL)’s Utility Operations and Financial Viability
  2. Develop Viable Off-Grid Electrification Models
  3. Strengthen PNG’s Energy Regulation
  4. Catalyze Private Investment for Energy Projects

Key Roles and Responsibilities

  • Oversee the set-up of project office(s) to meet needs of team members
  • Negotiate and review contracts for office and housing space, leasehold improvements, IT systems and other vendor services
  • Maintain service contracts for project automobile(s), office equipment, Internet and telephone services
  • Ensure management information systems are maintained and updated regularly according to Abt Associates policies to ensure systems reliability
  • Oversee database and file management for administration, legal, procurement, logistics resources documents etc.
  • Keep safety and security protocols updated and ensure all Abt Associates staff receive any required trainings; ensure security procedures are in place and being followed
  • Ensure timely and accurate processing and documentation of project procurements following USAID regulations and Abt Associates policies
  • Oversee the maintenance of all human resource matters for Abt employees and consultants; monitor and manage existing Papua New Guinea/local policies governing Abt operations, ensuring compliance with relevant local laws and regulations, including labor and tax issues
  • Manage organization of events such as workshops, meetings as well as any fieldwork logistics, as appropriate
  • Oversee logistical and travel support to consultants and Abt staff where necessary, including: visa support, accommodations and transportation
  • Assist other managers to properly implement the performance review process to ensure proper talent management
  • Develop the capacity of subordinate staff

Preferred Skills / Prerequisites

  • A BS/BA in business administration, operations or related field
  • At least eight years of experience implementing international development projects in a developing country context with an emphasis on operations and/or administration
  • Experience with USAID-funded projects a plus
  • Proven success in contract negotiations for goods and services
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members
  • Ability and track record of working as part of a busy team and working effectively under pressure to tight deadlines
  • Fluency in written and spoken English required
  • Prior Papua New Guinea experience preferred; experience in fragile states desirable
