Summary

VillageReach invites qualified candidates to apply for the position of Monitoring &Evaluation (M&E) Director. The position is based in Maputo, Mozambique and reports to the Country Director, Mozambique. The M&E Director will oversee all aspects of VillageReach Mozambique’s M&E portfolio across all programs and projects. The successful candidate will be an individual with demonstrated skills in research, monitoring, and evaluation paired with experience applying innovative solutions to solve public health problems.

Description

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

The incumbent will manage the M&E portfolio which includes approximately 40% travel to provinces.

· Provide technical leadership, strategic direction, guidance and oversight for monitoring and evaluation (M&E) activities across all Mozambique program.

· Build the capacity, supervise, and manage the M&E team to design and implement M&E activities, ensuring that lessons learned are integrated into program implementation.

· Ensure program objectives are met, with a focus on driving evidence-based decision making throughout program implementation. Manage M&E activities across multiple projects at a time and adhere to strict deadlines.

· Provide training, mentoring and guidance to all program staff on matters related to M&E and coordinate all M&E capacity-building activities with program staff, implementing partners and facility staff.

· Develop and implement a robust monitoring and evaluation strategy across the programs, in collaboration with Program leads including developing theories of change, program indicators and tools to collect and analyze baseline, end-line, and routine data and to report on the indicators on a monthly, quarterly, and annual basis.

· Work with the Program teams to ensure they are providing regular program and data updates to the government, donors, and key partners. In collaboration with the Program Lead and teams, prepare internal M&E reports for the program team and Vice President, both presenting the data as well as interpretation of data and recommendations for programmatic planning.

· Work in collaboration with VillageReach’s global Monitoring, Evaluation & Learning Community of Practice in order to share tools and best practices and align VillageReach Mozambique M&E standards and practices with overall VillageReach global M&E standards and practices. Provide feedback to the Community of Practice on how to incorporate lessons learned from Mozambique globally.

· Assist in the development and implementation of additional research studies in collaboration with program partners and academic institutions.

· Work in collaboration with VillageReach leadership to ensure VillageReach core competencies, experience, and organizational values are incorporated into program design, execution, and results.

· Participate in program meetings with key program staff (including international program staff), as needed.

REQUIREMENTS

Supervisory Responsibilities:

This position directly supervises up to 2 employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems

Education & Experience:

· A Master’s degree in Epidemiology, Statistics, Public Health, or related degree with at least five years of relevant experience;

· Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation. Experience in economic evaluations a plus;

· Extensive knowledge in Excel, PowerPoint and Word. Proficiency in Tableau and Access preferred. Proficiency in data analysis software such as SPSS, STATA, R, and/or ATLAS.ti a plus;

· Experience liaising at a senior level, participating or advising in high level meetings and discussions with MOH;

· Demonstrated ability in monitoring, evaluation and research of health systems strengthening programs including, interpreting and utilizing national and provincial level data;

· Minimum of five years of experience in collecting, analyzing and managing donor-funded health projects

· Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers

· Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple in-country counterparts in both the public and NGO sectors

· Strong oral and written communications skills, including facilitation and demonstrated technical writing skills for publication

· Ability to work effectively with diverse international teams

· Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform

· Demonstrated capacity to support, mentor and supervise staff;

· Demonstrated strong leadership, communications, and interpersonal skills.

Other Qualifications:
