Senior Technical Advisor, Enterprise Development and Employment (EDE)

The Senior Technical Advisor Enterprise Development and Employment serves as the lead for enterprise development and employment programming at the IRC, developing and refining the global vision, direction, innovation and policy positions focused on increasing the income and assets of IRC clients. The position holder will equally lead on the expansion of IRC’s financial inclusion strategy and work. Lastly, the STA will ensure the integration of cross-cutting issues and collaboration across the ERD team in line with IRC’s organizational and ERD TU’s team strategy.

Key Responsibilities


  • Develop, refine, promote, advance and track IRC’s enterprise development and employment priorities, programming and strategy for growth and sector thought leadership, including quality assurance, tool development and areas for innovation
  • Lead the ERD TU’s financial inclusion work, including further developing and refining a financial inclusion strategy, partnerships, innovation piloting and country program uptake
  • Along with the other Sr. ERD TAs and Sr. Director further refine and develop private sector partnership approaches (non financial)
  • In pro-active collaboration with ERD’s cash team continued development of ERD’s market strengthening and transition programming approaches
  • Ensure adequate buy-in and incorporation of cross-cutting issues, including gender equality, ICT4P, climate change and inclusion
  • Track and translate new sector developments for IRC to contribute to and incorporate into programming to enhance program quality
  • Support the development of overall ERD strategy, including contributions to other ERD program areas
  • Lead and contribute to progressing the ERD TU’s strategic plans and priorities
  • Support ERD engagement in IRC 202X Strategy


  • Directly manage 3 international technical advisors.
  • Recruit and on-board new staff
  • Manage staff goal setting, work planning and ensure timely implementation and follow-up
  • Conduct at minimum bi-annual staff performance check ins and provide talent development
  • Build and maintain strong team culture and model collaboration and positivity
  • Oversee and manage staff’s enterprise development and employment related tools and resource development
  • Serve on ERD’s leadership team
  • Plan and oversee the timeline implementation of EDE related work streams within ERD’s annual work plan
  • Support staff in internal and external interactions to manage work load and successful engagement and representation

Technical Assistance

  • Support TAs to carry out quality technical assistance in line with the IRC Technical Assistance Model and IRC’s Good & Great Standards
  • Support the M&E team in refining and developing core indicators and relevant data collection and analysis tools to support use and uptake of data to course correct programming
  • Along with the ERD Sr. Director and other relevant STAs continue to update and refine ERD focal point model and country coverage planning to ensure best possible support to country programs
  • Work closely with regional teams specifically Deputy Regional Directors to support trouble shooting of technical issues, push forward key priorities and management country relationships
  • Provide technical support to 2-3 countries as assigned focal point

Internal and External Engagement & Communications

  • Along with Sr. Director develop advocacy, communications outputs for advancing priorities within enterprise development and employment as well as financial inclusion programming
  • Identify and engage in relevant networks, working groups and platforms and establish and maintain key peer relationships
  • Acts as a global spokesperson for IRC’s enterprise development and employment programming including external as well as internal representation within the humanitarian sector
  • Support team in its work towards advocacy and representation


  • Along with the Sr. Director and Sr. Research Advisor refine and develop enterprise development, employment and financial inclusion related research priorities and programs
  • Support the Sr. Research advisor in identifying and developing relevant academic and research partnerships as well as country program partnerships
  • Contribute to the advancement of Research and Innovation Priorities identified at organizational level


Business Development

  • Function as point person for IRC’s business development units to evaluate funding opportunities
  • Pro-actively identify and pursue funding opportunities advancing EDE priorities, including global funding opportunities and TU-lead specific funding opportunities
  • Establish and maintain key donor relationships
  • Provide business development staff at IRC with support to promote EDE related fundraising (e.g. communications material, participating in meetings, supporting pitch/presentation development)


  • Post graduate degree in economics, business management or finance;
  • Excellent Computer skills: MS Word, Excel, Power Point, and database software.
  • Excellent writing and editing skills:

o the ability to draft and edit proposals;

o the ability to write and publish technical resources to support design and implementation of agriculture and rural livelihoods programming

  • Excellent interpersonal and communication skills; language skills in French, Arabic and/or Spanish highly desirable
  • Solid organizational skills: the ability to work independently and productively in a fast-paced environment;
  • Flexible work attitude: the ability to work productively in a team and multi-sectoral and multi-cultural environment & independently;


  • 7-10 years related work and team management experience, preferably in humanitarian or post-conflict settings;
  • Proven technical expertise in delivering and managing enterprise development and employment programs, financial inclusion programs and market strengthening programs
  • Proven track record in business development with US, European and multilateral donors and partnership with the private sector;
  • Experience in supporting the design and implementation of research initiatives
  • Willingness and interest in travelling internationally up to 40%.
