ABOUT SOLIDARITÉS …
Within the Operations Department of SOLIDARITES INTERNATIONAL, The Programme Department – Technical Expertise and Programme Quality – is composed of 10 to 13 people: 1 Head of Programs, 1 Head of Water, Hygiene and Sanitation (WASH), 2 Food Security and Livelihood (FSL) Technical Advisors, 1 Monitoring, Evaluation, Accountability & Learning (MEAL) Technical Advisor, 1 Learning Officer, 1 coordinator of Innovation and Research project, 1 Assistant, 2 WaSH/FSL Interns.
Under the responsibility of the Head of Programmes, the FSL Technical Advisor is participating in the development of the association’s FSL strategy, ensuring its proper implementation by the missions and its external promotion.
He or she ensures an active watch on Cash Transfers, develops an intervention framework linked to this modality of intervention and represents the NGO in various forums and events on the subject.
He guarantees the quality and relevance of the proposed approaches and ensures that they are in line with the projects, the general objectives of the association and the needs of populations affected by crises.
He is also in charge of strengthening the technical and methodological competences of SOLIDARITES INTERNATIONAL and supporting the operational development of missions through on-site missions. During those missions, he could be doing needs assessments, project evaluations or training of field operational teams.
He is one of the two FSL Advisors at headquarters level and provides technical and methodological support for a portfolio of 8 to 10 missions through its expertise and know-how in project management.
ABOUT THE JOB
- Participates in the development and implementation of the strategy of Food Security and Livelihood of SOLIDARITES INTERNATIONAL.
- Contributes to the elaboration or adaptation of framework documents related to the association’s FSL intervention (Operational Framework, Technical Referential, positioning paper, internal memo, etc.).
- Ensures, in close coordination with technical coordinators and desks, technical and methodological support to its portfolio of missions, from headquarters and during field missions.
- Takes part in the annual programming of the missions for which he is the Technical Advisor.
- Contributes to the definition of the TPQD’s annual action plan and achieves objectives for which he is responsible.
- Participates in strengthening the organisation’s expertise and represents SOLIDARITES INTERNATIONAL in the forums dedicated to FSL and more particularly those related to Cash transfers.
1° OPERATIONAL SUPPORT IN FOOD SECURITY AND LIVELIHOOD
In coordination with Desks’ Programme Managers, he:
- Responds to requests of technical and/or methodological nature from FSL Coordinators or FSL Programme Managers in the field or Geographical Desk/Programme Managers at Headquarters, while facilitating the acquisition of knowledge and the provision of appropriate documentation.
- Carries out field missions with precise Terms of Reference (4 to 6 missions/year approximately, of a duration of 2 to 4 weeks), during which the competences of FSL expatriates / local teams are reinforced.
- Carries out project evaluations, impact evaluations, mid-term and final evaluations; monitors the implementation of the recommendations coming from his evaluations and from those carried out by external evaluators.
- Carries out on-site missions for technical support.
- Carries out field diagnoses to develop new FSL programs and, in conjunction with the Desks / WaSH or Programme Coordinators, contributes to the design and dimensioning of these programs.
- Follows up the innovative projects in his/her area of expertise
- Validates the technical and methodological aspects of priority projects.
- When required, makes the link between headquarters logistics and the field, to ensure that the equipment ordered matches the needs coming from the field. He can take part in in-depth work with the logistics department to select certain suppliers, complete SOLIDARITES INTERNATIONAL technical catalogue, and define material « packs » for some activities.
2° REINFORCEMENT AND DEVELOPMENT OF THE TECHNICAL AND METHODOLOGICAL COMPETENCES OF SOLIDARITES INTERNATIONAL:
Closely linked with the Learning Officer, he/she completes or updates the learning framework of SOLIDARITES INTERNATIONAL in his/her area of expertise, and ensures proper dissemination and usage of developed documents.
Writes, contributes to write, or revises the technical documentation (hard & soft), methodology related to FSL, in order to capitalize it and put it online on the intranet network: manuals / technical guidelines, “4 pages” documents, activity sheets, etc…
Participates in the process for continuous improvement of SOLIDARITES INTERNATIONAL’s tools, ensures their correct use and develops new ones if necessary.
May be required to define, carry out and/or supervise studies necessary to develop the technical and methodological competences of the association.
Actively monitors the subject of Cash Transfers, contributes to the development of SOLIDARITES INTERNATIONAL positioning on the subject and strengthens the teams’ capacities on related issues such as market analysis, multi-use transfers, digital payment mechanisms, monitoring and evaluation…
3° EXTERNAL REPRESENTATION AND FSL EXPERTS NETWORKS COORDINATION
Contributes to the identification and development of partnerships with professionals, NGOs, private companies, suppliers, or research centers, to strengthen and expand SOLIDARITES INTERNATIONAL field of technical expertise and develop the innovation approach of SI.
- Participates in the organization and facilitation of technical meetings that enable for field staff to meet with HQ staff: Technical events and Technical Coordinators Week (SCT).
- Participates in meetings, platforms of exchange, technical working groups and coordination meetings with other NGOs and FSL/Cash Transfers actors working in crisis contexts and developing countries.
4° PARTICIPATION IN HUMAN RESOURCES MANAGEMENT AND EXTERNAL TRAINING
- Corrects recruitment tests, updates and upgrades them when required.
- Performs technical interviews with certain applicants at the request of the HR department.
- Proposes evolution of job’s description and validates candidates for Technical Coordinator positions.
- Carries out briefings and debriefings of Technical Coordinators, and some Programme Managers if necessary.
- Takes part in the “Preparation au depart” (PAD), which is a series of modules for expatriates to understand better SOLIDARITES INTERNATIONAL approaches before leaving for the field.
- Development / revision of FSL training modules used internally (headquarters & missions) or externally.
- Facilitates external training courses (schools and universities trainings for future FSL professionals).
- Represents SOLIDARITES INTERNATIONAL in schools and universities training future FSL professionals.
- Participates in the recruitment of external consultants (choices’ validation).
Agronomist / Agricultural Engineer, Agricultural or Rural Development Technician, with strong field experience in Food Security. Specialisation Cash Transfers is desired; Nutrition is a plus.
At least 5 years of experience in humanitarian missions on Food Security and Livelihood projects or programmes (of which at least 2 years as coordinator or technical advisor).
Technical and methodological competences:
- Field experience in FSL project management and FSL projects and teams’ coordination (minimum 5 years), in emergency and recovery contexts.
- Definition and implementation of tools and methodologies.
- Good knowledge of the methodology of vulnerability diagnostics, market analysis and project evaluation.
- Good knowledge of FSL analysis frameworks / tools.
- Good knowledge of Cash Transfers analytical frameworks / tools.
- Good writing and oral skills in English and French.
- Excellent proficiency of project cycle management and tools.
- Previous experience in designing and conducting training courses.
- Understanding of nutrition and food aid issues.
Mastery of database and Microsoft office software.
Fluent French and English, another language of a country of intervention of SI would be a plus (Arabic, Swahili, etc…)

French CDI contract, Manager status
Monthly gross salary : 2 880€ or 3 000€ (2 levels according to our salary grid).
12 days of RTT, mutual health insurance (80% paid for by the association), Restaurants tickets (60% paid for by the association).
Position based in Clichy la Garenne (92, France) with field trips.
Starting date : October 2019.
