External Monitoring and Evaluation of the HERNES Project
1.1. Overall objective
The overall objective of the M&E services M&E services is to support the implementation of the monitoring and evaluation strategy of the HERNES project, by ensuring that the project is implemented following good practices, and provide useful and impartial tools to steer the project towards its stated objectives.
The contracted entity will support Expertise France in raising flags whenever it deems relevant, and contribute to provide analytical data that can support reorientation of the project if need be.
1.2. Specific Objectives
More specifically, Expertise France is looking to recruit an M&E firm to provide services over the project lifetime, including a baseline study during its inception phase, monitoring of indicators and qualitative analysis during the project implementation, and a final evaluation at the end of the project.
The purpose of the consultancy will be to support the project:
To set a clear project baseline such that results can be measured and evidenced;
To design and implement a comprehensive monitoring plan/framework (in partnership with the Project Manager);
To provide support to the Project Manager for the implementation of the monitoring plan throughout the duration of the Action (project);
To assess the results in terms of relevance, effectiveness, efficiency, sustainability and impact (at the final evaluation stage);
To learn lessons that inform improvements in the delivery of the project during its lifetime, to enhance replication of what works elsewhere and/or taking up approaches and activities that are proven to work in order to scale up the project;
To generate short ad-hoc reports that will inform the wider implementers’ community concerning the impact of health programming in north east Syria. Such reports could focus on issues such as: quality and duty of care, supply lines of medicines and consumables, do no harm impact of health facilities on the community they serve etc.
