REGIONAL SECURITY ADVISOR - ASIA DESK (M/F)
Mission : Based in the HQ and directly under the supervision of the Regional Operations Director (ROD) of the Asian region (Bangladesh, Myanmar, Nepal, Afghanistan, Pakistan), you will participate in the contextual analysis and understanding of the political and security dynamics of the region to improve the management of safety and security in the field. You will support the management of the operational security of the teams on the spot, participate in the management of the incidents, conduct the security validations and the kidnapping briefings of the expatriates leaving on the field, and ensure the back up in case of need. More precisely:
You develop contextual analysis according to the current political and security (local, national, international) that affects NGOs (international, French, etc.). You will analyse the potential changes in the area as well as political changes, armed groups, power, etc. to prevent potential attacks and their impact for Action Against Hunger (ACF). You will map to understand the roles of national and transnational actors in each country in the region as well as external states.
You support the operational security management of the field teams: contribute to establish the security plans (tools and methodology), definition of the security measures as well as the emergency plan, follow-up of the updates, verification of the security plans before final validation, verify that security measures are in place and correctly disseminated,

You contribute to incident management (follow-up, reporting via tools - such as SIRO -, share information with relevant people / teams) by analyzing post-incident actions, making recommendations, and preparing teams to critical incident management and crises.
You will be the functional manager of the security managers in the field and you will participate, together with the DPs, in the definition of the action plan (PoA) to ensure technical coherence. You will ensure regular individual points with security managers to provide technical support.
You participate in the recruitment of security personnel on mission as well as in the training of field staff in security risks. In collaboration with the Regional HR Referents, you will contribute to the implementation of the HEAT (Hostile Environment Awareness Training) training plan.
During field visits to support missions, you will help improve safety management in the field. You will make recommendations on actions and strategies to develop, strengthen and/or maintain a network of key players, while identifying constraints, opportunities and potential risks. You will define access strategies and you will participate in the negotiation of access in the field as well as obtain security guarantees whenever possible. In case of need (displacement, absences and holidays), you will ensure the back-up of the perimeter security of the ROD. In case of emergency, you will ensure the temporary interim of a Referent security regional on the field.
Profile : You have at least 5 years’ experience in a position related the organization staff security, risk assessment, security management and security awareness, including unsafe and unstable environments. You also have experience in training and capacity building in safety and security, and you master the tools and methodology of safety management.
You have experience in Asia, preferably on behalf of an International NGO.
You demonstrate ability to analyze context, planning and strategy to set up reports (concise and succinct). You have very good abilities to build and maintain a network.
You are sensitive to the peculiarities of the local culture in order to adapt your communication and your posture according to the interlocutors.
French and English (written and speaking) are mandatory.
Status: 6 months fixed-term contract (possible extension)- HQ Based
Salary conditions: From 38 to 45 K€ gross annual over 13 months according to experience, 21 days of RTT (Days off), 20 days of homeworking per year (within the framework of ACF homework policy, after managerial agreement), restaurant titles at 8 € (reimbursed 60% by ACF), complementary health care (80% reimbursement by ACF), reimbursement 50% public transport.
