The overall purpose of the Assistant Country Director, Humanitarian, is to ensure that CARE Bangladesh’s refugee response programme is of high quality in all aspects, including humanitarian standards, efficiency, effectiveness, compliance and impact. The programme being overseen is currently serving around 200,000 people, with a US$10 million budget, over 300 staff and volunteers and several partners. The current strategy is to try and substantially increase the quality while maintaining scale and reach, with particular focus on achieving CARE’s gender in emergency targets. The specific responsibilities include:

  1. Strategy and Leadership: Leading on setting the strategy for serving those affected by this protracted crises. Positioning CARE as a top 5 responder in terms of size, and ever higher for quality/ accountability, and focus on women and girls.
  2. Management: Overall responsible for management and oversight of the Refugee response team, and reporting to CD
  3. External Relations, Communication, Coordination and Policy: management of complex donor portfolio and sensitive government relations, as well as positioning of CARE in Inter-agency coordination system as leading on quality, accountability and gender equity. Strengthen all levels of communication work to support programme and policy objectives. Establish and lead a strong policy position on protection of refugees
  4. Programme Support and Compliance: Oversight and direction to the development of a strong Programme support section, that works closely with Dhaka, but not over reliant. Ensuring strong compliance systems to meet all required standards and regulations, especially on GEDI and PSHEA
  5. Programme: Oversee and direction to building of a programme portfolio that is well impactful and accountable. This includes high quality programme design, implementation, monitoring and learning. Also, ensuring that programmes meet quality standards and adminstrative needs of donors and GOB.
  6. Fundraising, partnerships and innovation: grow the portfolio, for refugees, host communities and broader work in Cox Bazaar District. Strengthen CARE’s working modalities (Partnership/ Direct). Seek new partnerships, especially with private sector and social enterprises.
  7. Security: Oversee security management
    This position has evolved substantially since the start of CARE’s response in August 2017. The portfolio comprises over 25% of CARE’ Bangladesh’s Annual budget in Bangladesh, engages a greater number of donors per programme areas, engages several CMPs, is considered one of the world’s high profile emergencies, and is the most sensitive working area for CARE Bangladesh. The current strategy is to strengthen systems to ensure programme teams can deliver with high quality, and be compliant with all statutory requirements. The Cox Response team is currently over 300 people and thus more than half of all personnel in CARE Bangladesh. As the non- emergency host community programmes are increasing rapidly also, there will be very clear relationship guide to ensure efficient strategic and operational collaboration between the development programme teams and the non-refugee humanitarian and resilience work across Bangladesh.

Qualifications:

  • Degree in relevant subjects, or equivalent combination of education and work experience.
  • Minimum of 7 years development/ humanitarian relief management experience in complex environments
  • Advanced managerial experience, including complex portfolios and multi-million dollar budgets
  • Experience in complex decision making and leading a multi-disciplinary, multi national team under difficult circumstances.
  • High level of expertise in representation and negotiation with governments and donors.
  • Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.
  • Proven experience of successful resource mobilization, coordination, organizational positioning.
  • Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
  • Good knowledge of emergency donor policies and procedures
  • Strong commitment to accountability, social justice, promoting gender awareness and equality.
  • Demonstrated administrative, financial, and personnel management capacities.
