Family planning commodity procurement specialist

Chemonics seeks a short-term family planning commodity procurement specialist to assist the Population and Reproductive Health (PRH) Task Order (TO) with implementing policies that support sustainable reproductive health commodity procurement systems. The specialist will help implement these policies in two to three countries. The PRH TO is part of the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM). GHSC-PSM is the primary vehicle through which USAID procures and provides health commodities, provides technical assistance to improve partner countries’ management of the supply chain, and collaborates with key international stakeholders to support global health initiatives. The position will be based in Washington, D.C., but the specialist may choose to work remotely. The position will require the specialist to travel to the selected countries. We will identify these countries based on criteria we determine with the USAID/Washington PRH TO team and USAID missions. The assignment will begin around February 1, 2019, and it will conclude around September 30, 2019. Responsibilities include:

  • Gather data across up to nine countries that have not yet transitioned to funding family planning (FP) commodities domestically, are at different points along the S-curve of modern contraceptive prevalence rate growth, and are at different stages in progressing toward the financially sustainable procurement of FP commodities
  • Based on the country data, identify two to three countries as candidates to visit to assess their current financing and procurement policies as well as their opportunities to implement a transition plan for sustainably procuring FP commodities
  • Travel to the selected countries to conduct the assessments
  • Identify the key policy changes that would need to be made to put each of the two to three countries on the path to sustainably procuring FP commodities
  • Finalize a recommended transition plan for policy changes in each country that will support the country’s sustainable procurement of FP commodities
  • Support the selected countries in obtaining country commitments to implementing the recommend transition plans

Qualifications:

  • Bachelor’s degree in public health, international development, or a related field; master’s degree preferred
  • At least three years of experience working in the field of international/global health with a focus on supply chains
  • Experience providing on-site technical assistance with procurement to government ministries or other in-country stakeholders to build local capacity in planning and implementing the competitive purchase of commodities (particularly medical equipment, contraceptives, and other pharmaceuticals) in accordance with accepted international procurement procedures
  • Experience with USAID-funded programs preferred
  • Strong record of conducting assessments and surveys
  • Ability to work in a team
  • Ability to communicate clearly and concisely both orally and in writing
  • Demonstrated leadership, versatility and integrity
  • Fluency in English
