Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Under the direct Technical supervision of Health Specialist (Immunization) and guidance of the Immunization Team in UNICEF CO-Sudan, the incumbent will work closely with colleagues in the Immunization Team and Expanded program on Immunization/FMoH, technical leadership and coordination of technical support to central, state and locality cold stores for strengthening national vaccine management and immunization supply chain (iSC) systems in order to strengthen the performance of the overall routine immunizations program. The incumbent will work with MoH to review and update SOPs, Monitoring framework, tools and guidance on immunization supply chain policies, temperature monitoring, procedures and systems. The incumbent will also support the implementation of the comprehensive effective vaccine management and Effective Vaccines Management Improvement Plan (EVM-IP) recommendations to ensure minimum standards in relation to: (1) equipment used in the ISC system; (2) immunization supply stock management to prevent stock-outs and optimize vaccine wastage; (3) introduction of new vaccines, (4) vaccine shipment/transport; and (5) temperature monitoring, are met.

Expected results

  • Provide technical support for execution and monitoring of Effective Vaccine Management Improvement Plan (EVM-IP) actions and recommendations
  • Lead and coordinates the implementation of UNICEF related activities and actions in the EVM-IP,
  • Assist EPI to implement and monitor the government related activities and actions in the EVM-IP,
  • Coordinates with WHO and EPI for the implementation of WHO related activities and actions in the EVM-IP,
  • Assist in implementation of any other recommendations from implemented assessment and or filed visits reports including regular supportive supervision, Program Capacity Assessment related to cold chain and vaccine management, Temperature Mapping, Temperature Monitoring Study, Annual inventories and audit reports
  • Participate in the preparation and implementation of EVM assessment and EVM-IP planned in 2019.
  • Review and update country SOPs and Monitoring framework
  • Develop list of required SOPs and map the existing and not existing ones
  • Update all existing SOPs to match with the globally adopted SOPs
  • Develop the lacking SOPs in accordance with the global SOPs related to Immunization Supply Chain (iSC)
  • Track the globally emerging development in SOPs and identify and adopts after consultation with EPI the relevant SOPs to Sudan context
  • Review the existing information and data monitoring system and convert it into a comprehensive monitoring system that captured all iSC need with focus in the identified weak areas (specifically, Supply Distribution and data analysis
  • Provide Technical guidance and advices to the national Cold Chain Manager in immunization supply chain related issues:
  • Review and update existing manuals, guidelines and operational plans related to iSC
  • Review the current iSC needs in relation to the available resources at the national level and based in the finding advise the EPI national team in coordination with UNICEF CO on the needed investment especially in the human resource need
  • To develop reporting format that includes all indicators and covers all areas related to iSC
  • Assist Cold Chain Manager in setting the agenda and organize task and requirements
  • Provide technical assistance and coordination for temperature monitoring study
  • follow-up in the implementation of the recommendation of temperature monitoring study that expected to be available from June 2019
  • Assist in preparing the storage capacity gap analysis and needed equipment for new vaccine introduction (Yellow Fever, HPV and MR vaccines)
  • Assist in preparing the storage capacity gap analysis and equipment need for SIAs and emergency related activities
  • Assist in implementation of cold chain equipment optimization proposal related activities
  • Perform regular analysis and triangulation of iSC data for decision making and actions,
  • Provide regular on job training for cold chain national and state professionals on Immunization Supply Chain (iSC)
  • Conduct monthly session for cold store staff at the national level
  • Conduct at least two learning sessions during each field visits to states and localities during supervision
  • Assist central cold store officer to develop and execute their learning plans
  • Provide coaching and mentoring to new cold chain and supply officers
  • Participate in relevant UNICEF and FMoH meetings and forums
  • Reporting
  • Provide monthly regular reports that include (Cold chain monitoring framework indicators, EVM-IP, progress, regular supportive supervision findings and action) with copy to EPI manager and cold chain manager
  • Provide quarterly periodic analysis for vaccines and immunization supplies utilization and stocks, maintenance system indicators
  • Provide quarterly update on received and dispatched vaccine shipments and inventory report (through random sample physical checking and comparing the stock balance in the VSSM with the physical stock reports), review of temperature monitoring record and identification of odd reading and ensure presence of documented actions
  • Duty Station and travel
  • The consultant will be working 3 days from EPI National cold store in Sahafa and two days UNICEF office.
  • The consultant should report to the work place according to FMoH time when working from government premises and according to UNICEF time when working from UNICEF office
  • Frequent field travel as per the need and supervisor’s approval.
  • Deliverables

  • Progress update on implementation of EVM_IP actions and recommendations and action taken by consultant to overcome the bottlenecks
  • SOPs related to iSC are reviewed and up-to-date
  • Comprehensive monitoring framework is developed
  • Critical level of bundled vaccine is maintained at national
  • 100% of temperature events are reported, investigated and handled
  • 85% of planned bundled vaccine dispatched timely
  • 12 implementation reports on technical on-job training session (national level)
  • 8 implementation reports on technical on-job training session (field level)
  • 4 analytical reports on iSC with action taken and improvement plan
  • Educational background, Technical skills and knowledge

  • University degree in Pharmacy, public health or any related health field is required, additional degree/training in Logistics, Supply Chain, Cold Chain or related areas is an asset. Advanced degree is an asset
  • Good computer skills
  • Work experience

  • At least five years of solid experience in vaccine management, biologicals or medicines management, logistics, cold chain or related areas
  • Experience in planning, implementation and monitoring of Effective Vaccine management
  • previous experience in monitoring, supportive supervision, mentoring and staff capacity building
