JOB CONTEXT :
HI has been present in Sierra Leone since 1996. Various projects have been implemented since, in health, rehabilitation, social inclusion, rights promotion, etc. but since the end of the Ebola crisis, mainly education projects are implemented (this is a consequence of funding opportunities) – currently 3 education projects are taking place with funding secured until 2021 for the longest. A rehab project and an emergency project (rehab, protection, PSS) following the landslide and the floods of August 2017 in Sierra Leone were implemented in 2017. And a new mental health project has started in 2018 in Sierra Leone for a period of 4 years.
A new Program Operational Strategy has been validated for the period 2018 -2020 with the will to increase the level of activity (including new projects in Liberia with a re-opening of Monrovia office as soon as projects are funded) through projects in various topics such as physical rehabilitation, mother and child health, livelihoods and sexual and reproductive health.
Under the direct line management of the program director, the HR/Logistics Coordinator is part of the senior management team based in Freetown and has overall responsibility for the HR and Logistics management for the whole country program.
By delegation of the Program Director (PD), the HR/Logistics Coordinator will ensure the operational and strategic running of HR and Logistics departments, via direct management of 2 managers (HR and Logistics) and 2 site administrators.
Ensure the program’s logistical, administrative and human resources management and guarantee compliance with the countries’ legal frameworks, head office and Donors rules, whilst ensuring that the specificities of the program are also taken into account.
Ensures the smooth running of the Logistics and HR departments
Implement the program's HR strategy (pay, social and training policies) and ensure implementation of HR processes.
Ensure the program's logistics management (general services, procurement, equipment, vehicle fleet and stocks) in compliance with internal procedures and donor requirements
Guarantee compliance with the program's administrative and legal frameworks
YOUR PROFILE :
You hold an advanced degree in relevant matter (Management, Administration, HR, Logistics…)
You have at least 5 years of experience as Logistics and/or HR Manager/Coordinator in a professional organization. You have at least 2 years of experience in the humanitarian sector overseas
You have proven experience in tools development and HR policies design and proven experience in coordination at country level
English is mandatory; Strong utilization of Excel
You are dynamic, highly flexible, autonomous and able to take initiatives
CHARACTERISTICS OF THE POSITION:
The overall security situation in Sierra Leone is calm; however there are some factors that should be considered from a security perspective such as health situation: generally speaking the health system is deficient in Sierra Leone.
The program currently operates only in Sierra Leone but aims to re-start activities in Liberia. The position is based in Freetown but some visits to the Sierra Leone bases in the Provinces would be expected and it is possible that there may be a requirement to travel to Monrovia.
The office and the expatriates’ houses/apartments are comfortable. The power supply is erratic but all houses have generators and air conditioning and drinking water is supplied. Freetown is less developed that the main capitals in West Africa and food variety can be limited but most items can be found in supermarkets. People are very friendly and there are some lovely local beaches which are relatively easy to access.

Salary from 2757 € gross/month regarding the experience of the candidate
