Field Coordinator, Chad
HIAS seeks a Field Coordinator to oversee the day-to-day management of programs and operations in the Iriba region of Eastern Chad, to include those HIAS program activities in the refugee camps, which fall within the operating area of the Iriba Field Office. The Field Coordinator will be responsible for contributing, along with the other Field Coordinators, the Program Director and the Country Director, to a unified strategy for implementing HIAS’ community protection programs in Eastern Chad. Primary duties include supervision of staff, formulation and management of local program budget, maintenance of HIAS-managed sub-office and camp facilities, synthesizing camp activity reports and drafting monthly reports. The Field Coordinator will report to the N’Djamena based HIAS Chad Program Director and, together with the other Field Coordinators, will work to ensure systems are in place to monitor the community protection programs.
- Contributes to the development of evidence-based community protection programs in line with HIAS’ refugee rights impact framework.
- Manages all HIAS programs and operations in region.
- Formulates and oversees the Iriba Field Office program budget.
- Oversees the implementation and monitors all HIAS programs in the Iriba region.
- Provides consistent leadership to the Iriba Field Office personnel through regular meetings, effective objective setting, delegation, and communication.
- Trains HIAS Iriba employees on HIAS policies and procedures and industry best practices and ensures that personnel are well informed of any changes in programs, policies, and procedures.
- Maintains the highest level of confidentiality regarding discussions and decisions made by Senior Management and takes all required actions to ensure that staff adhere to these requirements.
- Maintains responsibility for the overall maintenance of HIAS-managed facilities in the Iriba office and offices within the camps.
- Maintains responsibility for Safety and Security Implementation for Field Office and continued safety and security for all HIAS Iriba employees and assets.
- Maintain communications with the Program Director, Country Director and Finance and Administration Manager and provide regular reports on the program’s and financial progress and new development.
- Participates in the recruitment and performance assessment of staff under his/her responsibility.
- Brings commitment and integrity to accomplishing HIAS’ mission and goals in this and other duties as assigned, and commit to personal and professional implementation of HIAS’ Core Values, Code of Conduct and all organization policies and procedures.
- Establishes, maintains and develops active and regular working relationship with other NGOs and UN agencies and where necessary with local authorities.
- Represents HIAS at inter-agency meetings.
Program Management and Implementation:
- Develops and conducts counseling and community protection programs in assigned refugee camps, with consideration for the location, participants and goals outlined in project proposals.
- Familiarizes the refugee communities with psychosocial concepts, sexual and gender based violence prevention and response and the importance of addressing trauma while recovering from flight.
- Initiates and sustains community center- based-activities targeting particular beneficiaries and that reinforce their resilience.
- Addresses protection issues by facilitating peaceful co-existence both among refugee community members as well as between the refugees and the surrounding host communities.
- Engages community mobilizers in the implementation of psychosocial and/or community protection activities for vulnerable refugee populations (e.g. children, youths, survivors of gender-based violence, women-at-risk, physically and mentally disabled, elderly, and other persons with specific needs).
- Conducts the recruitment and training of local staff and community mobilizers.
- Trains partner agencies in the identification of refugees in need of intervention due to trauma and other vulnerabilities, and collaborate with these agencies to ensure they receive appropriate services through direct services by HIAS staff and/or referrals to partners.
- Networks with key stakeholders in the region of responsibility and ensure that the project is accurately and effectively represented to UNHCR, local and foreign government officials, and other stakeholders in eastern Chad.
- Supports Program Director and Country Director in the formulation of project proposals.
- Ensures that services are offered in a professional and ethical manner.
Qualifications and Requirements:
- Graduate degree in psychology, social work, or social studies; specializations in community mobilization or conflict resolution desired.
- Fluency (oral and written) in English and French required; Arabic language skills a plus.
- A minimum of 5 years working experience in the NGO sector with at least 3 years of project management experience in a supervisory/management role in a refugee camp or similarly challenging environments.
- Excellent computer skills in all Microsoft office suite products (Word, Excel, PowerPoint, etc.); must be highly organized and detail-oriented with strong analytical and problem-solving abilities; capable of handling sensitive and confidential information.
- Ability to work in a team and independently, take initiative, prioritize competing tasks and meet deadlines in a fast paced environment.
