Director, Grants and Contracts

Washington D.C.

Leads the Grants and Contracts team to ensure effective oversight of the policies and procedures that support Pathfinder International’s administration and management of cooperative agreements, grants, contracts and various types of sub-award instruments. Stays up-to-date on new regulations. Acts as a resource to increase understanding and awareness of donor requirements. Leads the development of training, communications, and procedures to ensure compliance with organizational policies and donor requirements.

Key Job Competences:
* Grants and Contracts Administration and Management: Ensures timely and responsive grant and contract management and administration for a diversified portfolio of awards with a consistent focus on process standardization and improvement.
* Leadership, Management and Supervision: Recruits, hires, develops and directs the work of the Grants and Contracts team.
* Proposal Compliance Oversight: Oversees proposal compliance. Works closely with funding staff to help mitigate risk and ensure compliance with donor application requirements.
* Award Contractual Management: Oversees award contractual management from pre-award to post-award, including review and negotiation of award documents, training staff members in award requirements, advising staff on risk management, and liaising with donors on contractual approvals and compliance issues.
* Sub-award Management: Oversees sub-award management which encompasses subcontracts, sub-agreements and grants with a focus on development of streamlined procedures, templates and training to ensure effective management of sub-awards at all levels.
* Organizational Compliance: Oversees organizational compliance including review of service contracts, leases and memorandums of understanding. This also includes maintaining and updating the following policies and procedures: Delegation of Authority, Procurement, Eligibility Screening, Grants & Contracts, Trafficking in Persons, and Child Safeguarding.
* Project Management and Participation: Leads, manages or participates in cross-functional project teams.

Minimally Required Job-Specific Competencies:
* USG Rules and Regulations: Mastery of knowledge in USG rules and regulations, specifically USAID assistance and acquisition, CDC, and State Department.
* Negotiation Skills: Mastery of negotiation skills, including the ability to negotiate effectively, make sound decisions, and apply creative problem solving.
* Contract Management: Ability to manage the administration of grants and contracts.
* Policies and Procedures: Proven ability to formulate and implement policies, controls, and procedures.
* Leadership and Management: Ability to lead, manage and supervise team members.
* Change Leadership: Proven ability to lead change and to remain flexible to ever-changing environments while adapting well to different situations.
* Presentation Skills: Proven ability to make persuasive and informative presentations to small and large groups.
* PC Applications: Advanced knowledge of procurement software.

Minimally Required Organizational Competencies:
* Languages: Advanced writing and speaking skills using local language and English language
* Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services, including program strategies and indicators.
* Passion for Sexual and Reproductive Health: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices
* Influencing and Customer Service Skills: Demonstrated influencing and diplomacy skills. Advanced customer service skills.
* Organization, Planning and Multi-tasking: In-depth demonstrated organizational and planning skills, project planning and management skills. Demonstrated ability to set priorities, meet deadlines and multi-task with minimal supervision.
* Communication and Influencing Skills: Proven ability to influence others at all levels in the organization through diplomacy and proven oral and written communication skills. Proven ability to develop and maintain donor relations.
* Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.

Minimally Required Education, Training and Experience:
* Bachelor’s degree in Business, Finance, Accounting, Management, or related field, or a combination of education and experience that yields the required competencies
* USAID experience with both assistance and acquisition awards
* Prefer: MBA or JD
* 10 years related experience
* 7 years of relevant grants and contracts experience preferably with the majority in the nonprofit international sector
* Prefer: Experience working or living in developing countries
* Prefer: Second language
