Call for CV’s: Power Africa, USAID Task Order for West Africa

RTI International is requesting applications for technical and operational roles for the USAID-funded Power Africa Task Order. This Task Order intends to expand affordable and reliable electricity services in West Africa, with the ultimate goal of supporting development priorities, including inclusive economic growth, security, and improved health and education outcomes. Depending on the position, work locations will be based in the following: Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Côte d’Ivoire, the Democratic Republic of the Congo, Equatorial Guinea, Gabon, the Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Sao Tome & Principe, Senegal, Sierra Leone, and Togo. We are recruiting bilingual (French/English) candidates for the following roles:

Chief of Party will be responsible for the overall management of the activity and in charge of developing the various interventions that result in the desired outcomes and impact. In addition, the COP will lead his/her team and provide overall supervision on the implementation of the interventions. This position will be located in Accra, Ghana. Qualifications: Master’s degree in engineering or another relevant field with 14 years of experience in technical and management roles on similar energy projects. Experience working on USAID-funded energy projects in Africa and ensuring cost control, compliance, and accessibility.

Deputy Chief of Party/Operations Lead (DCOP/OPS) will manage all project operations, MEL activities, communications, and provide support to points of contact within the Power Africa Coordinator’s Office. This position will be located in Accra, Ghana. Qualifications: Master’s degree in engineering or another relevant field with 12 years of experience in technical and management roles on similar energy projects. Experience working on USAID-funded energy projects in Africa and ensuring cost control, compliance, and accessibility.

Senior Regional Lead will ensure effective performance of the regional portion of the Task Order. He/she will coordinate performance and implement across all 4 outcomes of the regional program. This position will be located in Accra, Ghana. Qualifications: Master’s degree in engineering or another relevant field with 6 years of experience in their specific domain (Solar kits, Rural electrification, Energy Sector Reform, Off-Grid Solutions, Renewable Energy, Energy Financing, Enabling Environment, or Legal & Regulatory) in West Africa.

Senior Ghana Lead will provide oversight and ensure effective performance of the Ghana portion of the Task Order. He/she will coordinate performance and implement across all 3 outcomes of the Ghana program, ensuring high quality of all deliverables. This position will be located in Accra, Ghana. Qualifications: Master’s degree in engineering or another relevant field with 6 years of experience in their specific domain (Solar kits, Rural electrification, Energy Sector Reform, Off-Grid Solutions, Renewable Energy, Energy Financing, Enabling Environment, or Legal & Regulatory) in Ghana.

Finance Manager will be responsible for all financial matters and ensure that financial procedures comply with the activity’s Management Plan. He/she will ensure that billing and collections are accurately performed, oversee all activity financial management operations, and report activity accruals and expenditures. This position will be located in Accra, Ghana. Qualifications: Master’s degree in finance, accounting, or business with 9 years of experience in finance roles on USAID-funded projects in Africa. Experience with QuickBooks necessary.

Technical Advisors will be responsible for leading country-specific technical activities for the project in their assigned country (1 full-time technical advisor in Abidjan, Cote d’Ivoire; 1 full-time technical advisor in Dakar, Senegal; 1 full-time technical advisor in Conakry, Guinea; and 2 full-time embedded advisors in Ghana’s Ministry of Energy.) Qualifications: Master’s degree in engineering or another relevant field with 6 years of experience in their specific domain in West Africa. Experience on USAID projects preferred. We are looking for experts in: Solar Kits, Rural Electrification, Energy Sector Reform, Off-Grid Solutions, Renewable Energy, Energy Financing, Enabling Environment, Legal & Regulatory.

Gender Advisor will provide technical leadership, oversight, and integration of gender equity and social inclusion approaches across project activities. Qualifications: Master’s degree in gender studies, social sciences, or international development with 6 years of experience or BA/BS and 10 years of experience in gender advisor roles on USAID-funded development projects in West Africa.

MEL Advisor will be responsible for developing and implementing the performance monitoring system and indicators to track and report project results. Qualifications: Master’s degree in statistics, public administration, demography, development studies, economics, or engineering with 6 years of experience or BA/BS with 10 years of experience on USAID-funded energy projects.
