SUMMARY OF THE POSITION:

The Finance and Administrative Officer is a support position in the country of duty. The Finance

and Administrative Officer will establish an effective administrative and accounting unit with the Project Manager that will support all requirements of the iMMAP Colombia Program, US Headquarters (HQ), national partners and applicable funders.

The Finance and Administrative Officer reports directly to the iMMAP Colombia Project Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Monitor tax requirements and laws of Colombia to be correctly and timely applied to country projects
  • Communicate with tax authorities and submit applicable tax returns including the DIAN
  • Manage time sheets, salary payments, and tax withholdings for national staff
  • Record country project expenses in accounting software
  • Submit monthly expense reports, cashbook summaries and supporting documentation to HQ via Unanet
  • Monitor financial implementation of project resources in coordination with the Project Manager and iMMAP HQ
  • Support applicable external audit processes
  • Keep iMMAP HQ staff informed of the execution of projects in regard to financial, administrative, logistical and human talent areas
  • Support all processes related to the human talent area such as onboarding of personnel
  • Facilitate the purchase approval process according to iMMAP’s procurement policy
  • Manage team travel arrangements in accordance with iMMAP’s travel policy
  • Manage petty cash in accordance with established office policy
  • Maintain office equipment inventory to include annual review of field office inventories by HQ
  • Support monitoring of contracts and memorandums of understanding
  • Maintain financial, administrative and human resources archives.
  • All other administrative and finance tasks that may arise as directed by the Project Manager.

QUALIFICATIONS (REQUIRED):

  • Accreditation in accounting, administration, or related field
  • At least three years’ experience in Administration and Finance support
  • Working knowledge of Microsoft Office and accounting software
  • Knowledge of Colombian tax and accounting laws
  • Ability to coordinate multiple tasks concurrently
  • Able to work under pressure and meet frequent deadlines.
  • Must have a self‐motivating personality and work in a spirit of cooperation to improve office processes and the work environment for the benefit of all.
  • Demonstrated reliability regarding attendance and work performance
  • Good interpersonal skills with the ability to communicate effectively and interact with people

  • Courteous and professional demeanor
  • Experience in organizing and filing information
  • Attention to detail and ability to follow up on tasks to completion
  • Fluent management of spoken and written Spanish and good command of the English language

· International Public Sector Accounting Standards (IPSAS) knowledge (Desirable)
