Malteser International has been working in what is now South Sudan since 1996. It implements programs related to Water, Sanitation and Hygiene (WASH), Food Security and Livelihood, Health and Nutrition and Disaster Risk Reduction and Livelihood Building Programs. In Wau, the sector portfolio comprises mainly WASH and FNS. The various projects of Malteser International are located in the states of Lakes, Eastern and Western Equitoria and Western Bahl al Ghazal (Juba, Wau, Rumbek, Yei, Maridi and in the surrounding areas). Program Coordinator

As Program Coordinator you will be in charge for the management, coordination and smooth implementation of all on-going transitional development and emergency response projects in Wau. You will lead the process of developing and implementing new projects in the sector of WASH, Food Security and Livelihood programs such as Cash Transfer and Vocational Training programs in emergency response and transitional development contexts. Together with the Program Manager(s) you will ensure the smooth implementation and development of programs and projects according to set targets and identified needs and will report to the Country Coordinator based in Juba. You will be responsible for ensuring and maintaining compliance with Malteser International and donor quality and accountability standards. Furthermore you will be in charge of the security management, networking and the coordination at local level.


  • Overall coordination and supervision of the projects and the program office in Wau in close collaboration with the country office in Juba including personnel, fixed assets, financial assets and other resources in accordance with Malteser International procedures and regulations
  • Ensure donor reporting, writing project proposals for external donors, conceptualising and developing sectoral and local strategies

  • Supervise implementation of all project activities in the location by rolling out appropriate M&E system

  • Ensure coordination of different projects within the organisation

  • Maintain and adapt security and safety guidelines and ensure regular review of the location-specific security plan and contribute in updating the country security management plan

  • Ensure capacity building of own staff and those of local partner, incl. on-the-job-training of identified key personnel

  • Overall responsible for budget control and donor grant management of the location, including proper administration, book-keeping, accountability, procurements, logistics, storage (checking monthly financial reports, regular cash counts and store inventory)

  • Represent the organization towards local authorities, partners and donors in close coordination with the Country Coordinator

  • Explore areas of cooperation with INGOs, local NGOs and communities in terms of programme development, expansion and implementation


  • University degree in Development Studies or relevant discipline with relevant practical experiences in emergency relief/rehabilitation

  • Minimum 7 years of working experience in planning, implementing and managing humanitarian or development aid projects out of which at least 4 years in large scale program management experience, preferably WASH and FNS projects in emergency contexts

  • Strong experience in working with international donors, preferably also with German donors (ECHO, BMZ, AA, etc.)

  • Proven communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors

  • Excellent ability to lead a team, work in a team and to mediate

  • Experience in working with different cultures and different backgrounds, strong interest in the local setting and the target groups

  • Prepared to work and live with limited resources and under difficult circumstances; physical and mental strength

  • Fluency in English (written and spoken), knowledge of German and local Arab is an asset; proficiency in using standard software packages


  • Starting date: as soon as possible, latest July 2018

  • Duty Station: Wau, South Sudan

  • Duration of contract: 12 months

  • Salary according to qualification and experience, insurance package, accommodation in team house/apartment
