We seek a capable, experienced and committed ADMEL officer to help us to achieve the Foundation’s core mission: save lives and strengthen communities.


The ADMEL (Assessment, Design, Monitoring, Evaluation, and Learning) Officer will report to the ADMEL Director and work closely with members of the ADMEL and programme teams to support data-driven programme decision-making and evaluation. To this end, the ADMEL Officer will contribute to the implementation of M&E plans by designing and deploying data collection tools, managing and analysing data, and reporting results in an accessible way. The ADMEL Officer will dedicate attention to the third party monitoring project, commissioned by Mayday Rescue and subcontracted to an external implementer. Finally, the ADMEL Officer will support on-going organisational learning in both Mayday Rescue and the White Helmets, two highly dynamic and fast-paced organisations.

Responsibilities and tasks:


The Monitoring and Evaluation (ADMEL) Officer will be primarily responsible for:

· Working with the programme team to understand data needs for programmatic decision-making and reporting, and ensuring needs are met.

· The design and deployment of quantitative and qualitative research methodologies, tools, and systems during programme implementation, including stakeholder interviews.

· Supporting data collection, cleaning, management, analysis, and report writing where needed, including the creation of charts and graphs to make reliable data accessible.

· Periodically briefing project team to explain data analysis.

· Contributing to the implementation of M&E plans.

· Working closely with the ADMEL and programme teams to support data-informed decision-making and evaluation.

· Contributing to the planning and facilitation of review sessions with the project team, for a periodic evaluation of programme implementation.

· Contributing to the implementation of the third-party monitoring project, commissioned by Mayday Rescue and subcontracted to an external implementer, which may involve frequently liaising with the third-party monitoring implementer.

· Regular inputs to an issues tracker and weekly meetings with the project team and the White Helmets to address issues and update the issues tracker as needed.

· Conduct of administrative duties as necessary in the course of work.

· Other tasks as directed by supervisor.


The ADMEL officer is accountable to the ADMEL director for:

· Perform course evaluations including pre- and post-course tests and surveys, and focus groups discussions.

· Manage TPM providers’ deliverables and ensure timely submission, archiving and organization of data and reports.

· Working closely with the Data Unit within the ADMEL team to ensure proper understanding of data collection and analyses required by the M&E plans.


· Programme design and proposal writing, including theory of change development, logical framework design, and budgeting for M&E.

· The design and update, as needed, of monitoring and evaluation plans for each grant, identifying synergies across plans where possible.

· Planning and implementation of M&E across activities, in compliance with agreed M&E plans.

Qualifications, education, experience and competencies.

· A bachelor’s degree in economics, statistics, public policy, international development, or other social sciences; a master’s degree is a plus.

· At least two years of field-based monitoring and evaluation experience, including data collection and analysis, and demonstrated knowledge of mixed research methods.

· Experience in data visualization, e.g. GIS mapping, creation of infographics is desirable.

· Experience in information management or working with large program datasets.

· Strong knowledge of Excel and other data management tools required; experience in database development desirable.

· Strong analytical and critical thinking skills, a desire to learn, and resourcefulness necessary.

· At least two years’ experience living/working in the Middle East/North Africa region; candidates from the Middle East are highly encouraged to apply.

· Understanding of and/or professional experience working on the Syria conflict preferred.

· Strong interpersonal skills are necessary; the candidate will be working with war-zone search-and-rescue workers—sense of humour, flexibility and patience are required.

· Ability to communicate well at all levels of Mayday and with staff at remote locations.

· Excellent command of Arabic and English (spoken and written) is required.
