ToR for External Evaluation of the EU-funded PeaCE Programme

The “Peacebuilding through Capacity Enhancement and Civic Engagement” (PeaCE) programme is seeking an evaluation consultant or team of consultants to undertake an evaluation of the PeaCE programme financed by the European Union under the Instrument contributing to Stability and Peace (IcSP). The PeaCE programme aims to re-engage Armenians and Azerbaijanis from geographic areas affected by the Nagorno-Karabakh conflict in peacebuilding activities, as well as revive the peacebuilding process within and between these societies.

The evaluation should include a combination of different information collection methods, including desk research and in-depth interviews.

The evaluation consultant or team of consultants should be able to travel to and throughout the geographic areas affected by the Nagorno-Karabakh conflict (except for the Line of Contact), where the main partners, stakeholders and beneficiaries of the programme are situated and activities take place.

The deadline for applications is May 14, 2018 (17:00 Baku/Tbilisi/Yerevan time). The selected evaluation consultant or team of consultants should be able to start their work on June 18, 2018, or as soon as possible.
