ABOUT THE MISSION ...

The Coordination team is based in Amman (Jordan) with 6 expatriates and 3 National staff. The North West operation is managed from Amman with currently 5 expatriates and the operational base is located in Azaz (Aleppo governorate) with approximately 60 Syrian staff members. In the North East, in Kobane and Ayn Isa (Raqqa governorate) the intervention is managed by 5 expatriates with 25 staff members. A new base is being set up to start a response in Deir Ezzor governorate with a team of 4 expats.

The North East Syria (NES) intervention is currently targeting Raqqa and Kobane districts through a WASH and NFI/Winterization support to displaced population and host communities. The North West Syria (NWS) intervention in remote management is currently targeting Azaz district through a WASH, NFI/Winterization and FSL support to displaced population and host communities. The intervention is Deir Ezzor targeting IDPs and host communities currently address WASH and NFI needs. The current total budget of the mission is approximately 5,000,000 USD.

ABOUT THE JOB...

General objectives:

  • The Emergency/WASH coordinator defines, under the supervision of the Deputy Country Director Programs, the strategic orientation for SI emergency interventions with a focus on the WASH sector;
  • He/she monitor and assess the relevance and quality of projects under his/her scope;
  • He/she will support the program managers during the implementation of the projects, their adjustments, the monitoring and the reporting.

Priorities for the 2/3 first months:

  • Supervise the setup of the responses brought across all areas of intervention;
  • Support the development of the WASH strategy for SI in the areas of intervention;
  • Technical support to the field teams

The Emergency/WASH Coordinator will be managed by the Deputy CD Programs and will be part of the coordination program team including a MEAL coordinator (supervising an Information manager), a partnership manager and a Reporting and Communication Officer. Currently, the mission has 4 WASH PMs and 1 FSL PM with potentially 2 additional PMs recruited in the future.

The main challenges of the position are:

  • Following up several different contexts and constraints;
  • Ensuring the quality of the programs in an extremely volatile security context (including interventions in remote management), while remaining in line with SI’s values and mandate;
  • Potential increase of volume of operation in 2018 after a year 2017 also in expansion;
  • Challenging coordination within a complex coordination architecture;
  • Field presence (NES) required to provide close monitoring and support to field teams and PMs (estimated around 60% of the position)

Living conditions :

Living conditions in Amman are very good and staff has access to a wide range of restaurants, cafes and bars. Most of occidental products (food, clothing…) are easily accessible in Amman. The country also proposes several destinations for weekends.

Security level is high in North East Syria justifying specific arrangements for accommodation and displacements in the areas of intervention.

In North West Syria security conditions have been worsening lately; there is no access for internationals and it is very unlikely to change in 2018.

In Amman, security levels are good and restrictions are very limited.

YOUR PROFILE

  • Prior management of large WASH programming in similar contexts;
  • Prior experience of Rapid Response Mechanism management or setup;
  • Diplomacy and coordination skills;
  • Strong management and training/capacity-building skills and particularly capacities to provide distance technical support;
  • Ability to professionally and appropriately represent the organization with a diverse range of civil society organizations, clusters and other international organizations;
  • Strong initiatives and improvisation capacities;
  • Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members;
  • Good stress management;
  • Display initiative with solid organizational and communication skills;
  • Prior experience in complex crisis;
  • Prior experience in Middle East an asset;
  • To speak Levantine Arabic would be an asset;
  • Fluent English (written, spoken and read)

SI WILL OFFER YOU ...

A salaried post: according to experience from 2400 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.

Vacation: during the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
