OVERVIEW OF THE POSITION

our client is assisting the provision of health services to vulnerable migrants, especially in the detention centers and at disembarkation points. The activities are usually carried out through implementing partners/s. our client is in the process of extending these services to more detention centers, with the aim to reach to all detention centers managed by DCIM. At the same time, our client also extends support to migrants requiring emergency health services on need basis and planning more capacity building activities coordination with stakeholders. For all these activities our client is required to collect and share data about these activities on daily, weekly, monthly and quarterly basis. The unit would be requiring a full time position to carry out these activities on timely basis. our client's health unit is ion the process of establishing a structure at the field level to support all these activities, and the position is part of that initiative as well. The position is approved under EUTF.

GENERAL FUNCTIONS

Role objective:

Under the overall guidance of the Health Coordinator/ Consultant and direct supervision of and Field Health Coordinator in Libya, the Project Assistant will be responsible for assisting a wide range of issues associated with organization and implementation of the project activities particularly the project reporting , capacity building and coordination components

Expected output:

Support the Health Unit to Implement the Project activities and monitoring the work of partner organizations and related civil society actors.

Coordinate with our client Implementing partners with regard to the implementation of the different activities of the project.

Maintain project documentation and information

Assist on the development of the project document, especially in the development of monitoring and impact indicator both quantitative and qualitative in accordance with the Log frames of the project documents for the project ‘success

Maintain confidentiality and the right to privacy with regard to confidential information

Support in monitoring status of the project, compile, summarize and prepare clear and concise reports of all activities undertaken

Ensure that hard copy and electronic information systems are maintained, particularly the important notes of all key monitoring, implementation and coordination activities

Provide logistic support in the organization of project activities such as meeting, workshop, training or study tour; and perform such other duties as may be assigned.

Liaise with the field offices in Libya to remotely monitor all project activities, expenditures and progress towards achieving the project output/outcomes

Provide feedback to the project Manager on implementation of project activities and come up with recommendations for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and suggesting corrective actions to minimize or eliminate such bottlenecks

Provide support in the alignment of existing planning and budgetary indicators and targets to ensure that they are appropriately presented

Assist in organizing and conducting trainings on M&E for project staff and partner organizations

Support routine data collection and collation

Participate in the development of an operational plan, procedures and toolkits for the core M&E functions

Perform such other duties as may be assigned

Project reporting:

Report to the Field Health Coordinator

This role does not require team management

ESSENTIAL EXPERIENCE

Education:

§ Bachelor's degree in preferably in a field related to social sciences/ humanities, political sciences, medical sciences, public information/ communications.

Work experience:

§ Minimum of 3 years of demonstrable relevant Institution Development & Capacity Building experience.

Geographical experience:

§ Minimum of 3 years of experience in Africa with local experience in Tripoli is an advantage.

Languages:

§ Fluency in English is essential.

Key competencies:

Bachelor degree preferably in a field related to social sciences/ humanities, political sciences, medical sciences, public information/ communications, with at least three years of relevant experience

Experience in working within international development and local NGO sector desirable

Experience in working or liaising with government or civil entities desirable

Strong organizational skills, a proven ability to establish priorities and plans, and an ability to work independently , and show leadership and initiative within a team environment are necessary

Strong familiarity with MS Office applications

Experience in communication and working with a wide range of people including people of culturally diverse background
