JOB CONTEXT :
The context in Sierra-Leone could be defined as a development context. However, the progress since the end of the civil war in term of basic services access is really slow. The Ebola crisis has worsened the situation, specialy in health and tourist sectors.
Handicap International is present in Sierra-Leone since 1996. Various projects have been implemented since, in health, readaptation, social inclusion, rights’ promotion, etc. but since the end of the Ebola crisis, only education projetcs are being implemented (this is not choice but a consequence of funding opportunities). The only exceptions to this are a rehab project and an emergency project (rehab, protection, PSS) following the landslide and the floods of August 2017 in Sierra Leone. A new Program Operational Strategy (stratop) has been validated for the period 2018 -2020 with a will to increase the level of activity projects in various thematics.
Under the responsibility of the Support Services Coordinator, your main objective will be the management of Finance services. Based in Freetown, you will:
Manage the process of annual closure - accounting and financial - (January/February 2018) and monthly closure and support the SSC in the preparation of the R1 and R2 and manage the accounting aspects of any eventual closure of the Monrovia office
Manage the monthly accounting submission process
Support the PMs in their budget management through regular provision of information and coaching in analysis
Be responsible for the preparation of donor reports prior to their submission to HQ for validation and support any donor audits carried out locally within the deployment period
Ensure that the programme’s management of cash is clearly systematised and communicated and that the internal controls are in place and carefully managed, in particular division of responsibilities
With the SSC and Finance Manager, work with Partner organisations to ensure the quality of their financial reports and supporting documentation, providing training and support wherever needed
Through specific coaching sessions and on-the-job training, increase the autonomy and capacities of the three Freetown-based finance staff, in particular the Finance Manager
Manage the finance team (three staff) at Freetown level, providing regular coaching and feedback as well as dealing with day to day management issues
Deliver job training for all three of the Freetown-based finance staff on finance-related issues including use of the HI internal tools and processes, NAVISION, excel and other relevant topics
YOUR PROFILE :
You hold a degree in finance or accountancy
You have at least 1 year of experience in similar positions with international NGOS (with HI preferably); experience in capacity building/training will be a major asset
You demonstrate excellent communication and writing (proposals and reporting) capacities in English
You master NAVISION software (both accountancy and financial modules) and have strong methodological skills related to finance
You are patient, autonomous and demonstrate ability and willingness to train low capacity staff
You are a dynamic and a solution-oriented person
CHARACTERISTICS OF THE POSITION :
Security: Even if the overall situation in Sierra Leone looks calm, there are factors that can stir peoples’ bloods and demonstrations can suddenly burst. The country’s vulnerability to external shocks (raise of food prices; increase of importation taxes; etc.) and the general dissatisfaction climate against political power (upcoming general elections are planned in March 2018) are the main factors.
Travel: The Mano River programme is currently operating in Sierra Leone and Liberia. The position is based in Freetown but some visits to the Sierra Leone bases in the Provinces would be expected and it is possible (although not guaranteed) that there may be a requirement to travel to Monrovia.
Living conditions: The office and the expatriates’ houses/apartments are comfortable. The power supply is erratic but all houses have generators and air conditioning and drinking water is supplied. Freetown is less developped that the main capitals in West Africa, therefore it is sometimes difficult to find various range of goods and foods.

Salary from 2214 € gross/month regarding the experience of the candidate
