In response to the emergency situation in Syria, ACTED recruits.
The Humanitarian Access Manager will work with the Country director, the Country Security Director and the Area Coordinator to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff, and advise on humanitarian access processes and approaches in close coordination with program teams. The Humanitarian Access Manager will analyze security trends, advise, update, and implement the ACTED’s Country Security Plan. The HAM will streamline humanitarian access approaches in line with humanitarian principles, humanitarian needs, and ACTED’s programming strategy in North-Eastern Syria. The HAM will conduct onsite training for staff, facilitate the development and implementation of appropriate plans, standard operating procedures and contingency plans.
Under the direct supervision of the Country Director, key responsibilities will include:
Work to ensure that ACTED, its mission and work in the areas of operations is known and accepted.
Serve as the Access focal point
Conduct regular security and risk assessments for all operational areas and clear the areas where ACTED program team can be deployed
Write report after area assessment and develop SOPs, i.e. on movement, communication, etc.
Support program team in the implementation of activities Review SOPs according to changes of context Compile and submit monthly security reporting that track incidents and trends within ACTED’s area of operation. Submit daily contextual updates as needed to the Country Director (CD) and Area Coordinator (AC)
Ensure all new staff are accurately briefed on security procedures;
Ensure that ACTED’s security management plans are relevant and constantly updated as appropriate and that all staff know their roles and responsibilities;
Liaise with UN agencies, NGOs and other external actors to gain security information and analysis in the region;
Ensure that field communications needs are met and that staff are trained in the use of radios and other communications equipment as necessary. Coach, train, and mentor the national security officers(s) with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance Develop ongoing relationships with local authorities as needed and other power brokers within North-Eastern Syria
At least 3-5 years of working experience in insecure environments; preferably in Africa, Asia, or the Middle East with a previous experience with an INGO;
• Extensive experience in security management and procedures;
• Demonstrated communication and organizational skills;
• Ability to train, mobilize, and manage both international and national staff • Flexibility and ability to multi-task under pressure;
• Ability to work well in unstable and frequently changing security environments;
* Understanding the humanitarian principles, code of conduct and specific sub-sector work linked to NGO field and operations contexts.
* Advanced knowledge in communications technology, including, satellite communications, cell phone mediums, etc.
• Willingness to work and live in often remote areas under basic conditions;
• Proven ability to work creatively and independently both in the field and in the office; • Advanced proficiency in written and spoken English
• Knowledge of local language and/or regional experience highly desirable
Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus Job profile ACTED Paris HR Department
