Typhoon Doksuri - Jul 2023
Disaster description
Heavy rains and strong winds – 140 km/h near the center and gusts up to 170 km/h – due to Typhoon DOKSURI, locally known as Typhoon “Egay,” affected over 11,100 people (3,000 families) in Regions 6 and 10 in the Philippines. The typhoon triggered floods in parts of Central Luzon and prompted the suspension of land and sea travel in some parts of Region 5. (OCHA, 25 Jul 2023)
Typhoon DOKSURI made landfall twice in the northern tip of the country, in Fuga Island and Dalapuri Island of Cagayan Province at around 03:00 and 11:00 (UTC+8), respectively. On 26 July at 03:00 UTC, its centre was located over the sea approximately 50 km north of the far northern Ilocos Region, northern Philippines, with maximum sustained winds of 204 km/h and gusts of up to 240 km/h. Heavy rainfall already caused by the passage of DOKSURI resulted in casualties across northern and central Philippines. The National Disaster Risk Reduction and Management Council (NDRRMC) reports 180,500 affected people across 21 provinces. Displacement and impact information is still being collected. [From] 26-27 July, DOKSURI was forecast to enter into the South China Sea and to continue moving northwestward, weakening and reaching Zhangzhou City on 28 July as a tropical storm. Typhoon DOKSURI [moved] towards south-eastern China after making landfall twice in the northern Philippines, killing five people, affecting more than 328,000 and displacing about 27,000 people [...] China's national observatory issued a red alert, the most severe warning in its four-tier warning system, with gale-force winds expected. Taiwan's weather bureau issued wind and rain warnings. Over 5,700 people were evacuated from flood- and landslide-prone areas in Taiwan's south and east. Fujian, eastern Guangdong, and Zhejiang coastal areas, as well as some parts of Taiwan, expected to see heavy downpours of 250 to 400 mm. (ECHO, 27 Jul 2023)
The remnants of tropical cyclone DOKSURI reached Beijing City after it made landfall on 28 July over Fujian Province where more than 354,000 people living in the coastal area have been evacuated and 880,000 affected. Following heavy rainfall and strong winds in the capital of China, more than 30,000 people have been displaced as well as another 20,000 in Shijiazhuang, Hebei Province. In the Philippines, the passage of DOKSURI on 25-26 July resulted in at least 25 fatalities, 20 missing people, 52 injured, almost 313,000 displaced and a total of approximately 2,400,000 affected people. [In China,] [a]ccording to media, as of 2 August, at least 20 people have died, including 11 in Beijing and nine in Hebei Province, while 27 are still missing due to floods and heavy rainfall. More than 50,000 people have been evacuated from the capital and 42,000 people from Shanxi Province, and approximately 125,000 people have been moved to shelters in Zhuozhou City (Hebei Province). In addition, more than 150,000 people were reported to be without running water and nearly 60,000 were affected by power outages. (ECHO, 2 Aug 2023)
According to the National Disaster Risk Reduction Management Council (NDRRMC) [...] ; 675,357 families, equivalent to 2,476,907 persons, have been directly impacted. Among the affected population, 15,566 families constituting 57,281 individuals sought refuge within 763 evacuation centres, while 62,825 families compromising 260,694 persons were served outside the evacuation centres. The regions significantly affected encompass Region 1, Region 2, Region 3, CALABARZON, MIMAROPA, Regions 5, Region 6, Region 10, Region 11, Region 12, BARMM, CAR and NCR. The casualties are reported as 26 deceased individuals, 52 injured persons and 13 missing. The infrastructure and transportation systems in the affected areas have sustained significant damage: 397 road sections and 33 bridges have been affected, impeding transportation, and posing challenges to the movement of people and transportation of goods. The power supply was disrupted in 306 cities/municipalities. A total of 38,855 houses have been reported as damaged in Region 1, Region 2, Region 3, CALABARZON, MIMAROPA, Region 5, Region 6, Region 10, Region 12, BARMM and CAR. (IFRC, 7 Aug 2023)
