I. SITUATION OVERVIEW

On 11 December 2019, the Northeast Monsoon affecting Luzon.

Cloudy skies with light rains caused by Northeast Monsoon will be experienced over Cagayan Valley, Cordillera Administrative Region, provinces of Aurora, and Quezon. Windy conditions in coastal and municipal areas.

Partly cloudy to cloudy skies with isolated light rains will be experienced over Metro Manila and the rest of Luzon caused by Northeast Monsoon. No significant impact.

On 05 December 2019, 8:00 AM, “TISOY” exited the Philippine Area of Responsibility and weakened into a Tropical Depression. At 10:00 AM of the same day, its center was located at 705 km West Northwest of Coron, Palawan (14.2°N, 114.1°E) with maximum sustained winds of up to 55 km/h near the center and gustiness of up to 70 km/h. It is moving West at 15 km/h.

ODIONGAN, Romblon, Dec. 9 (PIA) -- The Department of Labor and Employment - Romblon (DOLE) will extend aid to the victims of Typhoon Tisoy in Romblon province through livelihood assistance.

DOLE-Romblon provincial director Roderick Tamacay said that they will hire more than 3,100 workers out of their P10.5 million fund from the Emergency Employment Program (EEP), also known as Tulong Pangkabuhayan sa Ating Disadvantaged/Displaced (TUPAD) program.

LEGAZPI CITY, Dec 4 (PIA) – The provincial government of Albay has declared the province this afternoon under state of calamity due to typhoon Tisoy.

In a resolution signed by the members of the Sangguniang Panlungsod, the declaration aims to implement, complement and sustain the disaster quick response and recovery activities of the affected LGUs in the province.

“Tisoy has ravaged Albay on December 2 and 3, causing damage to infrastructure, agriculture and vital livelihood in the province,” as stated in the resolution.

More than five tons of assorted vegetables, other non-food items and cash were sent off to Apayao by the people of Benguet last Monday.

  • Following the passage of tropical cyclone KAMMURI, which brought heavy rains and winds over several regions of the country (particularly Mimaropa, Bicol, Eastern Visayas and Calabarzon), the number of affected people and damage has increased.
  • According to the last report of the Department of Social Welfare and Development, as of 6 December 18.00 UTC+8, a total of 970,464 people have been affected.

TUGUEGARAO CITY, Cagayan, Dec. 6 (PIA)—The bridge connecting Cagayan towns to Isabela and other provinces in the Cagayan Valley region is still closed to all types of vehicle since yesterday, except those trucks with high injection pump and air cleaner, due to massive flooding caused by the continuous heavy rains.

Local authorities advised motorists going to and from Manila to take the route via Roxas, Isabela to avoid inconveniences.
