ITOGON, Philippines – On 16 September, Ginalyn Franco awoke to a storm.

“The rains were so powerful that landslides started happening near our house,” she said. “We had no choice but to leave.”

With her grandmother and aunt, Ms. Franco, 24, raced up the mountainous Itogon terrain for three hours, braving treacherous rains, wind and mud before reaching safety at an evacuation centre.

• Typhoon Mangkhut affects over 3 million people across northern and central Luzon, impacting the country's agricultural centre.

• Farmers and fisherfolk are among the most severely impacted by Typhoon Mangkhut and whose livelihoods are the most vulnerable to natural hazards.

• Over 100,000 school-aged children affected by the Marawi conflict are either not enrolled in school or at risk of dropping out. The Department of Education-ARMM has launched a programme to assist the education needs of affected families.

On 15 September 2018, Typhoon Mangkhut (locally named Ompong) made landfall in Cagayan province as a Category-5 Typhoon. The Typhoon caused widespread flooding and multiple landslides. It damaged houses, agricultural crops and vital infrastructures. To fast track the rescue, recovery, relief and rehabilitation efforts of the government, the President declared a state of calamity in Regions I, II, III and CAR last 25 September 2018.
