On 22 December 2017, the monitored Low Pressure Area east of Hinatuan, Surigao del Sur has developed into a Severe Tropical Storm and was named “Vinta” (international name: Tembin). It exited Philippine Area of Responsibility (PAR) on 24 December 2017.

Status of Affected Families / Persons

161,628 families or 767,994 persons are affected in 1,131 barangays in Regions MIMAROPA, VII, IX, X, XI, XII, ARMM and CARAGA (see Table 1; details in Annex A).

Brief overview of the context and province

Bubong is 2nd class municipality in the province of Lanao del Sur. According to the 2015 census, it has a population of 22,336 people with 36 barangays. The driving distance between Marawi City and Bubong is 27 kilometres with more or less 30 minutes travel time.

The town is currently hosting more than 300 displaced families from Marawi City. Some of this IDPs are home based while more than 200 are temporarily sheltered in municipal gym and vacant rooms in the municipal hall.

Brief Overview of the Context and Province

The town of Salvador is a 5th class municipality in Lanao del Norte. According to the 2015 census, it has a population of 31,845 people with 25 barangays inhabited at 60% by Muslim belonging to Maranao tribe and 40% of settlers. The municipality is less than an hour to travel in Tubod the capital of Lanao del Norte province. Cabuyao river, Salug river and Culian river are both traversing the interior barangays of Salvador which made them susceptible into flood when heavy rains occurred.

On 22 December tropical storm Tembin hit Mindanao island in the Philippines, affecting more than 715,000 people. More than 138,000 people remain displaced.

Lanao del Norte and Lanao del Sur provinces in Mindanao were severely impacted with 41,000 and 59,000 affected people respectively. Shelter and NFI needs are high, with at least 1,600 houses destroyed across the entire affected area. There are elevated protection concerns in areas affected by the Marawi conflict (May–October 2017), which led to the estimated displacement of more than 353,000 people.

Tropical Storm Tembin smashed into the east coast of the southern Philippine island of Mindanao on 22-23 December. It then made its way across the island, causing damage and triggering floods and landslides.

At least 170 people are believed to have been killed, with more than 500,000 people in 23 provinces affected The Philippine Red Cross and IFRC response will target 20,000 of the worst affected people, with an emphasis on health services, water, sanitation and hygiene, livelihoods (including cash) and shelter support.

Manila, 28th December 2017 – The European Union is allocating €570 000 (PHP 34 million) in humanitarian funding to deliver emergency relief assistance to families affected by powerful Tropical Storm Tembin, which wreaked havoc across large parts of the southern Philippines just before Christmas. The funds will be used to address the immediate needs of those who have been most affected by the tropical system in the heavily hit areas.

  2. Of which, a total of 22,972 families / 112,553 persons are currently being served inside 204 evacuation centers (ECs) and 5,303 families / 26,192 persons outside the evacuation center.

Tropical storm Tembin (locally known as Vinta) crossed various provinces across Mindanao causing severe flooding, flash floods and landslides on 22 to 23 December 2017. Various humanitarian organizations present in Iligan City responding to Marawi conflict have conducted initial assessments and response.
ARMM HEART and Mindanao Humanitarian Team (MHT) Cluster leads and its local partners are undertaking needs assessment in Lanao del Sur province to support local government units in the humanitarian response.
