• Mayon Volcano continues to show high levels of unrest. Local authorities have evacuated over 82,000 people to safety and have requested the Humanitarian Country Team to assist with addressing priority needs and issues.

• Severe Tropical Storm Tembin affected over 797,000 people in northeastern Mindanao, including those who were displaced by the Marawi conflict.

• A United Nations emergency response grant programme for Marawi has been completed successfully.

Tropical Storm Tembin (locally known as Vinta) intensified as it made landfall in Davao Oriental in the morning of 22 December and crossed various provinces across Mindanao and Palawan causing flash floods and landslides, destroyed houses and rendered several roads and bridges impassable. On 28 to 29 December 2017, a joint rapid assessment was conducted by the Autonomous Region for Muslim Mindanao – Humanitarian Emergency Action Response Team (ARMM-HEART) with support from the Mindanao Humanitarian Team (MHT).

In December 2017, a total of 100,677 families (approximately 462,000 persons) were displaced in Mindanao. Of these, 4,899 families (approximately 25,516 persons) were displaced due to conflict and violence while 95,778 families (approximately 436,484 persons) were displaced due to Severe Tripical Storm Vinta (International name Tembin).

The Turkish Red Crescent Society turned over a donation worth P3,298,312 to the Philippine Red Cross, in support of the ongoing relief operations in Bukidnon and Lanao Del Sur, which are among the 23 provinces hit by Tropical Storm Vinta.

The donation will be used to provide food packs to 4,600 families in the municipalities of Kitao-Kitao and San Fernando in Bukidnon and the municipalities of Magdalum and Tugaya in Lanao Del Sur.

Situation Overview

On 22 December 2017, the monitored Low Pressure Area east of Hinatuan, Surigao del Sur has developed into a Severe Tropical Storm and was named “Vinta” (international name: Tembin). It exited Philippine Area of Responsibility (PAR) on 24 December 2017.

Status of Affected Families / Persons

167,963 families or 797,337 persons are affected in 1,179 barangays in Regions MIMAROPA, VII, IX, X, XI, XII, CARAGA, and ARMM (see Table 1; details in Annex A).

As many as 790,000 people were displaced between 16 and 28 December in Regions V, VI, VII, VIII, XIII and MIMAROPA due to Tropical Storm Urduja/Kai-Tak which made landfall in the Philippines on 12 December and exited on 19 December. A total of 418,000 people stayed in evacuation centres, while 372,000 people stayed with families and friends. As of 28 December, all evacuees had returned home (DROMIC, 4 Jan 2018).

Today I announce that the Australian Government is providing emergency relief assistance to people in the Philippines displaced by Typhoon Tembin.

The typhoon caused widespread flooding and damage to infrastructure across the southern province of Mindanao over Christmas. Communities in Mindanao were already suffering due to conflict and the fight against militants aligned with Islamic State in Marawi City.
