• RAYMOND, strengthened to a Category 3, is almost stationary off the Mexican coast; at 09:00 UTC its centre was located ca. 190km from the coast of Guerrero. It is forecast to move a little more to the North, closer to the coast in the next 24h.

• A Hurricane Warning is in effect for a 150km-long coast stretch from Lazaro Cardenas to Tecpan de Galeana and a Hurricane Watch and Tropical Storm Warning from there to Acapulco (see map).

  • HONDURAS & BARBADOS: Some 29,500 cases of dengue and 26 deaths in Honduras. Barbados reported 600 confirmed cases.

  • GUATEMALA: 7,100 people affected by rains and 900 houses damaged. About 13 people have died.

  • MEXICO: Authorities declared an agricultural emergency. Some 430,000 hectares of crops have been damaged.

ADRA was among one of the very first responders to the twin storms that hit the central and southern part of Mexico on September 19, 2013. Hurricane Ingrid from the Gulf side and Tropical Storm Manuel approached from the Pacific devastating the states along the west. Miguel Angel Osorio Chong, Minister of the Interior of Mexico reported the damages of both events: nearly 400,000 people affected with tens of thousands evacuated and most living in shelters and the current death toll at 139 and may continue to rise.

Direct Relief staff are currently on the ground in Mexico to plan emergency response efforts along the eastern and western Mexican coastlines that were struck hard two weeks ago by nearly-simultaneous tropical storms.

The worst damage was in the west, in the mountains and valleys of the state of Guerrero – home to many of the poorest and most vulnerable communities in the country.

Following the severe impact of Ingrid and Manuel, which are now hurricanes, Mexican Red Cross volunteers and staff have continued responding, sending aid to relieve the communities most heavily hit by the storms.

Since the onset of the tropical storms, the Mexican Red Cross has sent over 7,000 volunteers and technicians to respond to the immediate needs of affected people in the states of Guerrero, Veracruz and Tamaulipas.

Heavy rains, floods and landslides, precipitated by several cyclones and tropical storms, have caused severe damage in some countries of the Region. In Mexico, the simultaneous arrival of Hurricane Ingrid and Tropical Storm Manual affected more than 1.2 million people in two thirds of the country. The government of Mexico issued emergency declarations for municipalities in the most affected states. These states have reported loss of life and overflowing of rivers that have prompted preventive evacuations, power failures, and the closure of airports.

Hurricanes Manuel and Ingrid brought high winds and torrential rains and left a wide path of devastation and flooding on both coasts of Mexico. More than 1 million people were affected and search and rescue efforts continue for the missing after last week’s storms.

The Mexican state of Guerrero was the most heavily impacted, though 20 other states throughout Mexico are also dealing with the devastating aftermath of the hurricanes. Severe damage to infrastructure, including roads and airport, has slowed emergency access to impacted areas and hindered communication.
