According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration 3 Nock-Ten (Nina) (PAGASA), the Philippines is prone to tropical cyclones due to its geographical location which generally produce heavy rains, flooding of large areas and also strong winds which result in heavy casualties to human life and destruction to crops and properties. On average, the country is frequented by 20 tropical cyclones annually, almost half of which made landfall.

CPV: The Asian Development Bank (ADB) on December 8 said that is it providing a 25.5 million USD supplementary financing to an existing emergency assistance loan to Vietnam for the rehabilitation of rural infrastructure severely damaged by typhoons and storms in 2005.

The project was initially approved in 2006 by ADB with a loan of 50.97 million USD. However, high inflation has increased the cost of civil works, materials, and labor.

Simulated Exercise: Typhoon Disaster Scenario

"In the early morning of 27 August 2008, Typhoon "X" with a velocity of 140 km/hour landed at Muang District, Rayong, an industrial and coastal province in Thailand. The typhoon caused heavy damage to houses, public buildings and facilities, cargo ships and fishing boats. It also damaged electricity poles, triggering a power shortage in the province.

The State Council, China's Cabinet, has approved flood control plans for Haihe River, Taihu Lake, Liaohe River and Songhua River.

The move is of significance for improving major water systems' flood control capabilities, perfecting cities' flood control systems and ensuring safety of people and properties, Jiao Yong, vice water resources minister, said on Wednesday.

Haihe River basin is adjacent to China's capital. Taihu Lake valley, home to clusters of cities, is populous and economically developed and is also prone to flooding.
