The destructive effects of Hurricane Michelle can still be seen almost six months after the storm slammed into Cuba last November. Although roads have been repaired and electricity restored in all the villages, most of the 60,000 people affected by the storm continue to live in damaged homes. The hurricane ripped the roofs off of many of the homes exposing their interiors to the elements.

This Bulletin is being issued based on the needs described below reflecting the information available at this time. While the Federation had intended to launch a Preliminary Appeal, the strategy had been adjusted and donors are now requested to direct their contributions to the Federation's Annual Appeal for the Caribbean Region Programmes, indicating "Hurricane Michelle-contribution for Cuba".

Cuba is slowly recovering from the damage wrought by Hurricane Michelle last November. Many roads damaged during the hurricane had been repaired by early December and electricity restored in most villages. Phone lines were still down in Matanzas, one of several provinces especially hard hit by the storm.

In early November, Hurricane Michelle landed on the southern coast of Cuba with heavy rains and winds near 135 miles per hour. Because the Cuban government acted quickly, only five people were killed, but the damage to houses, hospitals and schools was enormous. Nearly a month later, some 60,000 people still have not been able to return home due to the hurricane's extensive damage.
