Sahel Crisis: 2011-2017
A combination of factors including, the 2011 drought, high food prices, low agricultural production, as well as the inability of affected households to recover from the 2010 food and nutrition crisis, exacerbated the sub-region’s vulnerability in 2012. Moreover, the 2010-2011 crises in Cote d’Ivoire and Libya also contributed to increasing the vulnerability of hundreds of thousands of households that were deprived of the remittances of migrant workers who had fled these conflicts. Their return has also placed additional strain on their communities of return, notably in Chad, Niger and Mali. In 2012, approximately 18.7 million people were estimated to be food insecure and over one million children were at risk of dying from severe acute malnutrition. (OCHA, 17 Dec 2012)
In 2012, and for the third time in ten years, the Sahel region was hit by a major drought which further weakened vulnerable communities. The scale of the resulting food and nutrition crisis required all actors to join forces to save the lives of the 24 million people affected. A three-year regional plan was developed in 2013 aiming to deliver coordinated and integrated life-saving assistance to people affected by emergencies while shaping the response to chronic needs in nine countries: Burkina Faso, Cameroon, Chad, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia. Lake Chad Basin: The scale of suffering remains huge and is expected to grow: around 11 million people will require assistance in 2017. Humanitarian partners have requested US$1.5 billion to provide aid to 8.2 million people. While the response strategy focuses us on providing emergency, life-saving assistance, humanitarian actors are also calling for a collaborative approach to help address the deeper causes of the Lake Chad Basin crisis that include abject poverty, the impact of climate change, rapid population growth and under-investment in social services. At the Oslo conference on 24 Feb 2017, 14 donors pledged $458 million for relief in 2017 and an additional $214 million was announced for 2018 and beyond. (OCHA, 24 Feb 2017)
Mali: Needs remain high with more than 3.5 million people being food insecure and some 852,000 people in need of nutrition assistance. More than 37,000 people remain internally displaced. The majority of those in need of assistance are in Mali’s northern region. In April 2017, the Humanitarian Response Plan for 2017 for $293 million was only 11.6% funded. OCHA warned of destabilizing consequences, as the humanitarian situation is quickly deteriorating as a direct result of the conflict. (OCHA, 28 Apr 2017)

International prices of wheat increased in September mostly because of weather-related concerns, while maize quotations fell further on crop harvest pressure. International rice prices remained generally firm, supported by seasonally tight availabilities of fragrant rice and strong demand for higher quality Indica supplies.
On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.
2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.
International prices of wheat dipped in August, after increasing in the past few months, following an upturn in production prospects in the Black Sea region which improved the 2017 global supply outlook.
Maize quotations also fell on improved weather conditions and abundant global supplies. International prices of rice were relatively stable, although price movements were mixed across the different rice market segments.

Universal, inclusive, and indivisible, the Agenda calls for action by all countries to improve the lives of people globally. These 17 goals are designed to transform our world.
Over 75,000 people in eight countries will benefit; includes response to extreme hunger in South Sudan
Over 75,000 people in eight countries will benefit from nine projects totaling $2.3 million committed by Canadian Foodgrains Bank in May.
The projects are being implemented by Foodgrains Bank members ADRA Canada, Canadian Baptist Ministries, Mennonite Central Committee Canada, Presbyterian World Service & Development and World Renew, in collaboration with their local partners.

UNDP’s cookbook highlights efforts to strengthen climate resilience & enhance food security across six countries
New York, 3 April 2017: UNDP launched a new cookbook looking at how climate change is affecting food security in developing countries and how communities are adapting their traditional recipes to survive.
The new cookbook, ‘Adaptive Farms, Resilient Tables’, was launched on Monday night in Brooklyn.

Women and men access, use, and benefit from water differently; yet due to existing gender disparities, their relationship to water is often unequal.
In many households, women are the primary users and managers of water for domestic activities, including cooking, cleaning, subsistence agriculture, health and sanitation; men primarily use water resources for income-generating activities such as irrigation for cash crops or supporting livestock.
During Q2-2016, FAO’s global cereal price index fell by 6 percent year-on-year but it is 3 percent up compared to Q1-2016. The increase is because of rising maize and rice prices. The FAO global food price index has increased and almost returned to the levels of June 2015 (-1%), because prices particularly for sugar and oil increased significantly.
The real price2 of wheat is 20 percent below Q2-2015.
This is because world supplies are at record levels thanks to increased production as well as beginning stocks.
Globally, millions of vulnerable people are experiencing increased hunger and poverty due to droughts, floods, storms and extreme temperature fluctuations as a result of a climatic occurrence: El Niño. This phenomenon is not an individual weather event but a climate pattern which occurs every two to seven years and lasts 9-12 months. The 2015/2016 occurrence is one of the most severe in a half-century and the strongest El Niño since 1997/1998 which killed some 21,000 people and caused damage to infrastructure worth US$ 36 billion.
What is El Niño?
El Niño is the warming of sea surface temperatures in the tropical Pacific, which occurs roughly every two to seven years, lasting from six to 24 months.
