Since the beginning of December Albania has suffered under the most severe rainfalls ever recorded. Almost 5,000 households have suffered flood damage in Albania and around 600 families are still homeless after being forced to evacuate due to the torrential rainfall. Dorcas Albania alerted the START network for this crisis and succeeded in their appeal. 30.000 pounds is made available by the START network to the Albania office to support 1,500 flood affected individuals with a cash support.

Albania experienced extreme and intense rainfall in December, causing many rivers to burst their banks and triggering floods in the southern regions of the country. Overflowing rivers have damaged road infrastructure and properties. As a result, 21 000 people are in need of assistance and 8000 people are particularly affected in the south of the country.

At the border crossing point of Morina there were 15 heavy tonnage trucks, which transported from Kosovo to Albania the material for the construction of 90 m "bailey" bridge. This assistance comes in response to the request for help from Albania which was made after the recent floods, where over 65 bridges were heavily damaged.

A. Situation analysis

Description of the disaster

Heavy rainfall affected the territory of Albania since 30 November 2017. In some areas the density of rain was 130 mm for two uninterrupted hours. The rivers levels have been rapidly increasing, the water channels were blocked by debris streams, leading to floods in urban and densely populated areas.

Tirana, 10 December 2017:

According to Albanian authorities, heavy rains at the beginning of December caused floods in central and southern parts of the country. More than 1500 persons were evacuated. Around 3500 families are suffering from loss or seriously damaged houses, loss of economic assets including high numbers of livestock and poultries. Some 15.000 ha of agricultural land have been flooded ,177 schools and 21 health care institutions are heavily damaged.

  • As of the 9 December 08.00 UTC further rains are expected over the weekend, however these are not forecast to have a significant impact.

  • To date National Authorities reported over 15 000 ha have been affected by flooding.

  • On the 5 December, the Union Civil Protection Mechanism was activated and thus far Austria, France, Greece, Slovakia and Slovenia have made offers via the Mechanism.

Belgrade, 8 Dec 2017 – The government of Serbia adopted at today's session the decision to send to the Republic of Albania financial assistance of €100,000 for the rehabilitation of the consequences of the floods that recently hit this country.

Due to the difficult humanitarian situation, the government of Serbia will, in addition to its financial resources, also send assistance in the goods.

NATO Allies and partners began this week helping Albania cope with the most severe rainfalls ever recorded in the country. Albania requested assistance from the NATO’s Euro Atlantic Disaster Response Coordination Centre (EADRCC) on 4 December, following the onset of heavy rainfalls in central and southern parts of the country. According to the Albanian authorities, the floods damaged more than 4,500 buildings, 36 power stations and dozens of roads. The floods also led to the temporary closure of Tirana’s main airport and to evacuations.

  • As of 4 December at 08.00 UTC, national civil protection authorities reported 1271 flooded houses, 3078 flooded houses and 278 endangered houses, 56 bridges damaged, 716 families evacuated and accommodated.
