The 2015-2016 El Niño phenomenon has been one of the strongest on record, affecting deeply the lives and livelihoods of more than 60 million people across 40 countries. It has devastated crops and killed livestock, in some cases dried up water-sources in others caused massive flooding, driven up malnutrition rates, increased disease outbreaks and caused significant migration.

EXECUTIVE SUMMARY

This report has been developed collectively with humanitarian partners in the region to inform preparedness and advocacy efforts to mitigate and manage humanitarian risk in the Horn of Africa and Great Lakes region. It presents a four-month trend analysis from June to September 2016 and a humanitarian outlook from October to December 2016. It is the fifth report in the series and updates the previous scenario report which was published in April 2016.

KEY MESSAGES

• Since mid-September, Uganda, eastern DRC, and southeastern South Sudan received above normal rainfall amounts, which helped ease prolonged dryness.

• In central and southern Ethiopia, particularly in SNNPR and central and eastern Oromia, below-average seasonal rains have persisted.

This has resulted in poor cropping conditions in these areas.

KEY MESSAGES

  • Total rainfall since mid-July has been above average in most northern areas of East Africa, including most of Sudan, western and northern Ethiopia, South Sudan, Djibouti, and Yemen, and is contributing to mostly favorable cropping and rangeland conditions.

The African Public Health Emergency Fund (APHEF or the Fund) was established by the Regional Committee in 2012 with the aim of providing catalytic resources for initiating timely responses to public health emergencies.
