The security situation in the country has deteriorated steadily over the two years, leading to some decreased implementation rate of the programmes, and consequently support from the partners also declined over the two years in some areas.

Due principally to these factors, the disaster management (DM) programme budget was revised down almost 40 per cent in 2006-2007.

Kabul, 17 August 2006. Recent floods have left many communities in the eastern provinces of Afghanistan with human losses and severe damages. According to recent figures from UN agencies, more than 30 people have been killed and thousands left homeless. The floods caused by heavy rains have washed away houses, livestock and farmland, and emergency assistance has been requested by the Afghan Government.

I. OVERVIEW
During the reporting period, heightened military operations against the insurgents continued in the southern regions. The southeast and east also remained tense. Central and northern regions, however, were relatively stable. The general security situation remained volatile throughout the country.

Seasonal floods have begun to affect over 500 families in the south-eastern provinces.

From 27 July to 9 August WFP assisted 204,800 vulnerable people with 2,360 mt of food across the country.

JALALABAD, July 31: Flashfloods caused by heavy rains have killed at least 13 people with another 19 feared dead in eastern and southeastern provinces of Afghanistan, officials said on Monday.

Thirteen bodies were recovered after floods on Sunday caused by torrential rains in eastern Nangarhar province on the border with Pakistan, the provincial administration director told AFP.

Five people had been injured and seven were still missing, Ghulam Sayed Khogiani said.
