1. EXECUTIVE SUMMARY

The fall of the Taliban in November 2001 has brought about political, economic and developmental processes which are, slowly, yielding results. The international community has made a huge commitment to Afghanistan. In terms of aid, at international conferences at Tokyo (2002) and Berlin (2004) donors pledged US$14.4 billion for reconstruction 2002 - 2006, of which US$3.8 billion from the European Union.

United Nations agencies are rushing emergency food and other aid to nearly 9,000 people in Afghanistan's north-eastern province of Badakshan after a hailstorm and heavy flooding devastated the area, killing some 30 people, injuring 40 others and destroying over 1,000 homes.

"Badakshan is one of the most remote and poverty stricken provinces in Afghanistan. The floods will have a devastating effect on people who already live with a great deal of food insecurity," UN World Food Programme (WFP) country representative Charles Vincent said in the Afghan capital, Kabul, today.

The United Nations Mission in Afghanistan (UNAMA) expresses its shock and outrage at the news of the attack perpetrated in the Abdul Rab Akhundzada mosque in Kandahar . While the number of casualties is not yet fully known, this already qualifies as one of the deadliest assaults against civilians in Afghanistan in several years.

Demonstration in Jalalabad

UNAMA strongly condemns the episodes of violence in Jalalabad yesterday, in which a number of civilians have been killed or injured, and deplores the brutal attacks perpetrated against the premises of UNAMA, other UN agencies, as well as governmental, non-governmental and private organizations.

These attacks will in no way deter the commitment of UN agencies to assist the government and the people of Afghanistan in rebuilding their country.
