Geneva, 13 August 1999 - An arid, disaster prone and under-developed area, Tana River District is subjected to recurrent floods and droughts. Having barely begun to recover from the El Niño related floods of 1997, the current drought gripping neighbouring Ethiopia and Somalia has cast its shadow on this region of Kenya too. Although the drought was already forecasted earlier in the year (refer ACT Appeal AFKE92 dt. 13 April 1999), its current severity was not anticipated.

In the most recent RNIS report (No 23), flooding in the Dadaab area camps leading to destruction of infrastructure and livestock was described. Flooding had made many access roads to the camps impassable, and relief food had to be airdropped to the refugees.

(Second) Appeal for International Assistance

1. The torrential rainfall, considered to be associated with the El-Nino event, continued from October to December 1997, and resumed again during the first week of January 1998. The continuation of the rains in January 1998 has significantly set back any anticipated recovery in the conditions of the flood victims in Coast, North-Eastern, and Eastern Provinces of Kenya, who continue to require urgent assistance.

Nairobi-- Two U.S. C-130 Hercules aircraft flew their first mission yesterday from Mombasa to assist the United Nations World Food Programme in its Kenya flood emergency operation.

WFP welcomed the U.S. contribution of planes which airdropped 16 tons of maize to El-Wak in northeastern Kenya, followed by a second airlift of another 16 tons of food to Wajir. This 32 tons of food is enough to give 4,600 people a half ration for one month. The two aircraft will be based in Mombasa and will make daily flights into areas in northeastern Kenya as well as the Dadaab refugee camps.

Nairobi -- The United Nations World Food Programme warned today that food rations for 125,000 refugees in north eastern Kenya's Dadaab camps will be cut by half in two weeks' time if urgent funding for the Dadaab airbridge is not received immediately.
