I. OVERVIEW

1. Flooding caused by torrential rains, which started on 14 June 1997, are severely affecting northwestern Rumania. The Crisul Negru and Barcau rivers in the Oradea region, near the Hungarian border, burst their banks on 22 June and rising flood waters surprised residents as they slept. Prime Minister Victor Ciorbea sent a team to the city of Orade to coordinate rescue efforts

2. Floodwater remain still dangerously high, and more rain is forecast.
