Ever more civilians have been leaving areas held by the Liberation Tigers of Tamil Eelam (LTTE) and entering government-controlled territory in recent weeks. The ICRC has been helping them to maintain acceptable levels of hygiene, to keep in touch with relatives and to maintain hope.

Highlights of a new FAO report

- As the year draws to a close, FAO's latest estimates confirm that a new record high level of global cereal production was achieved in 2008, sufficient to cover the expected increase in utilization in 2008/09 and also allow for a moderate replenishment of world reserves.

- Most of the increase in production this year has been among the developed countries, with that in the developing countries rising just marginally.

16,965 families (62,316 individuals) are displaced to 247 IDP camps due to the floods. A total of 71,375 families (257,336 individuals) are affected.

Due to heavy rains over the past few days parts of the Northern districts of Jaffna, Mannar, Trincomalee, Kilinochchi and Mullaitivu have been affected by floods.

Jaffna (1)

9,146 families (33,558 individuals) are displaced to 124 IDP camps due to the floods. A total of 32,024 families (118,273 individuals) are affected. 2,032 houses are fully damaged while 5,971 houses are partially damaged. The Government Agent (GA) Jaffna confirms that cooked food will be provided to the displaced for 7 days.

Due to heavy rains over the past few days parts of the Northern districts of Jaffna, Mannar, Trincomalee, Kilinochchi and Mullaitivu have been affected by floods.

Specialized sources report that a disturbance on the northern part of Sri Lanka is affecting the weather in the North and East but is moving north-west towards the southern parts of India (from Lat 10.6 N Long 79.6 E to 11.2 N 77.7 E).

- As part of July GoA/UN joint appeal intervention, WFP is implementing projects on high food price mitigation targeting 6,500 vulnerable people through food for work activities in the eastern region; plans are underway to begin similar activities in most parts of the country.

Chad

- WFP continues to provide monthly food rations of 2,147 Kcal per person per day to some 4,500 people infected and/or affected by HIV/AIDS in Moundou, southern Chad.

Chad

An emergency response preparedness plan for UNHAS has been reviewed and updated. Seven WFP aircraft based in Sudan have landing clearances for Chad, and three of them for Cameroon. Cameroon clearances are expected for all seven by 1 November 2008. These aircraft will serve as backup assets for Chad in case of emergency evacuations. An Aviation Field Operation Safety Review (Safety Audit) was also conducted by the Regional Aviation Safety Unit from OMJ.
