Haiti is experiencing a new hurricane season, and recent heavy rains have flooded low land areas, overfilled the water drainage channels and left stagnant water throughout the camp Tabarre ISA, making it an ideal environment for the spread of mosquitoes and vector-borne diseases. By regularly monitoring the humanitarian situation in the displacement camps, the IOM CMO teams identifies the risks faced by the displaced populations.

The DTM is a monitoring tool designed to provide timely and accurate information on the population and Internally Displaced Persons (IDP) sites. It is a camp-based, rapid assessment that gathers information mainly through observation, physical counting and informant interviews. First rolled out in Haiti in March 2010, (DTM v1.0) was developed in collaboration with the Camp Coordination and Camp Management (CCCM) Cluster and other partners taking into account the emergency information needs of various clusters immediately following the earthquake.

IOM considers the use of mapping drones a helpful tool to plan shelter units and to monitor the evolution of camps. As a result, IOM has been using drones since 2012 for this purpose. An initial drone flight in Port-au-Prince in February 2012 provided figures on seven camps for persons displaced by the 2010 earthquake. The imagery was used to delimit the extent of the camps, and then to count and uniquely identify the tents within each camp. These data could then be linked to IDP data stored in the Displacement Tracking Matrix (DTM).
