EXECUTIVE SUMMARY

This report focuses on an evaluation of Income Generating Activities (IGA) that accompanied rental subsidy programs in Haiti between 2013 and 2016. The original objectives were:

  1. Evaluate the impact of supplemental support on the economic situation of house-holds.

  2. Evaluate different livelihoods approaches from a quality/cost/effectiveness point of view in order to improve program performance based on lessons learned and ac-countability.

GOAL has signed one of the biggest contracts ever by an Irish implementing NGO with the US Government for its humanitarian activities in Haiti.

The Irish agency has agreed an $11million plus arrangement with USAID for a programme, the main elements of which are the building of 4,000 transitional dwellings and several hundred latrine and sanitation blocks.

GOAL has already completed a $9million food distribution contract with the World Food Programme of the United Nations.

GOAL has confirmed that the agency will commence a large distribution of food and non food items to the inhabitants of Port-au-Prince this afternoon.

The distribution will take place in the Turgeau region, one of the areas worst hit by the earthquake.

Most of the food has been sourced from the UN, while the non-food items have been trucked down from the GOAL base in the Dominican Republic.

It is also hoped that GOAL will be able to distribute supplies which are en route from Santo Domingo.

In cooperation with the Irish Government and the Department of Foreign Affairs, GOAL is accepting a delivery of non-food items including jerry cans, Mosquito nets, blankets, soap, generators and sleeping mats into Port-au-Prince by air tomorrow (Friday).

GOAL are seeking civil engineers, logisticians, and accountants, with experience of Third World conditions, for their relief and rehabilitation programmes in Haiti.
