Résumé

Suite au séisme du 12 Janvier 2010 qui a dévasté Port au Prince, occasionnant plus de 200 000 morts et des dégâts matériels considérables, les évaluations effectuées par les acteurs de la reconstruction de l’aménagement urbain, de la réduction des risques, et de la préparation aux désastres, ont mis en évidence la nécessité pour l’État Haïtien de mettre en place une Méthodologie Nationale qui servirait de Standard pour la prise en compte de la réduction des risques dans l’aménagement urbain.

Background

Concern is now into the third phase of its successful “Return to Neighbourhoods” programme in Haiti’s capital, Port-au-Prince. The programme, funded by the EU’s humanitarian aid office (ECHO), aims to relocate 2400 families who lost their homes in the 2010 earthquake away from temporary camps to suitable rental accommodation by mid-2015. It will also help families develop livelihoods activities so they can continue support themselves and their families and continue to afford the rent in their new homes.

ECHO's Integrated Analysis Framework for 2013-2014 identified high humanitarian needs in Haiti. The vulnerability of the population affected by the crisis is assessed to be very high.

08/05/2013 – The goal: putting resilience on top of the agenda. The venue to do so: an extremely at-risk country, Haiti. The Political Champions of Resilience, a group established in 2012 with high-ranking officials from leading international institutions – including the European Commission’s Humanitarian Aid and Civil Protection department ECHO, UNDP, OCHA, CARICOM, the UK, USAID, and the World Bank – held a two day meeting on April 20th and 21st to draw increased attention and resources towards disaster resilience.

One wonders what goes on in the mind of this woman, aged 37 and mother of two children, as she looks at this land where her and 290 others displaced by the 2010 earthquake lived only up to a few months ago.

“I was with my little girl when the earthquake happened. I stood in front of my destroyed house for two days, but eventually had to move to this camp. Life was not good, but I could not afford to move out,” she explains.

The date for the submission of proposals indicated under Assessment round 1 has been postponed by one month (14/01/2013) to allow partners who are currently prioritising response to humanitarian needs arising from Hurricane Sandy to formulate a funding request to DG ECHO.

MAJOR CHANGES SINCE PREVIOUS VERSION OF THE HIP

The HIP is modified (version 3) to include DG ECHO's response to hurricane SANDY which impacted Haiti with torrential rains and strong winds between 24th and 27th of October.

The impact has been devastating, further reducing resources and coping capacities of a population already at its limits after the passage of tropical storm ISAAC, in August 2012.

The European Commission is scaling up its assistance in Haiti to bring relief to the people most affected by tropical storm Isaac and to boost their resilience to future storms as the hurricane season begins in one of the world's most disaster-prone regions.

With a new funding decision worth €3 million, the Commission will provide water purification kits, plastic sheeting, temporary shelters and other emergency equipment. Special attention will be paid to the provision of clean water and adequate sanitation to avoid epidemics of cholera.
