Executive Summary

This report evaluates DFID's Humanitarian Assistance spending during the financial year 2009/10. The report does not include a breakdown of the UK contribution (13%) to the European Commission Humanitarian Office (ECHO) which spent €930 million on Humanitarian assistance during 2009. Excluding ECHO contributions, the report finds that DFID spent £428 million on humanitarian assistance during 2009/10 which was 6.3%% of the DFID programme.

Highlights

- International wheat prices that had been increasing sharply since July fell in late September and the first week of October.

- Domestic prices of wheat have increased markedly in some importing countries, such as Kyrgyzstan, Tajikistan, Mongolia and, in particular, in Afghanistan.

KYRGYZSTAN: ASSISTANCE FROM THE VERY FIRST DAYS

In the early morning hours of 11 June 2010 inter_ethnic tensions started in the south of Kyrgyzstan. Hundreds of people were killed, over a thousand - wounded, many houses were burned down and looted. The Kyrgyz authorities acknow_ ledged the deaths of almost 900 people in the clashes. About a hundred thousand people fled the violence to neighbouring Uzbekistan.
