Haiti: Earthquakes - Jan 2010
The earthquake that hit Haiti on 12 Jan 2010 affected almost 3.5 million people, including the entire population of 2.8 million people living in the capital, Port-au- Prince. The Government of Haiti estimates that the earthquake killed 222,570 and injured another 300,572 people. Displacement peaked at close to 2.3 million people, including 302,000 children. At least 188,383 houses were badly damaged and 105,000 were destroyed by the earthquake. Sixty per cent of Government and administrative buildings, 80 per cent of schools in Port-au-Prince and 60 per cent of schools in the South and West Departments were destroyed or damaged. Total earthquake-related loss is estimated at $7.8 billion, equivalent to more than 120 per cent of Haiti’s 2009 gross domestic product. (UN General Assembly, 2 Sep 2011)
According to the Humanitarian Action Plan for Haiti 2014 an estimated 172,000 people remained internally displaced in Haiti in 306 camps at the end of 2013, almost four years after the earthquake. Basic services in camps, including WASH and health, had declined faster than the pace of return or relocation of the displaced. 16,377 displaced families living in 52 camps were considered at high risk of forced evictions. Almost 80,000 people lived in 67 camps considered to be at particularly high risk of flooding, with an additional 30 camps at additional environmental risks.
By mid-2014, an estimated 104,000 people remained internally displaced in 172 camps. Almost 70,000 IDPs were not currently targeted by any return or relocation programs. (OCHA, 31 Jul 2014) By Sep, 85,432 people remained internally displaced in 123 camps. (IOM, 8 Oct 2014)
There is growing consensus on the need to consider and support markets as part of humanitarian responses. It is assumed that this support will increase the impact of responses – yet to date such assumptions are rarely supported by data and strong evidence.
This systematic review, commissioned by the Humanitarian Evidence Programme and carried out by a team from the EPPI-Centre, University College London (UCL), draws together primary research on mental health and psychosocial support (MHPSS) programmes for people affected by humanitarian crises in low- and middle-income countries (LMICs). It investigates both the process of implementing MHPSS programmes and their receipt by affected populations, as well as assessing their intended and unintended effects.

This Report is separated into two volumes which share the same narrative: the Regional Human Development Report – the first volume – covers the entire region, while deepening the analysis on Latin America; and this current Caribbean Human Development Report – the second volume – approaches the multidimensional challenges of sustainable development and human progress taking into consideration the particularities of the Caribbean.
This submission was prepared for the Universal Periodic Review (UPR) of Haiti in November 2016. In it, Amnesty International evaluates the implementation of recommendations made in its UPR in 2011, noting that while Haiti has taken some steps to address concerns raised in the previous review, more needs to be done to fully implement the recommendations and to address key human rights concerns in the country.

IOM Launches Research on Human Trafficking and Exploitation of Mobile Populations in Crises
Switzerland --New research just launched by IOM confirms that trafficking in persons and other forms of exploitation occur in times of crisis yet remain largely overlooked in the context of humanitarian response.
This report examines the effectiveness of national legal and regulatory frameworks with regard to emergency and transitional shelter following natural disasters in Haiti. It provides an overview of the relevant laws, policies and procedures that have a bearing on different aspects of emergency and transitional shelter response. It identifies potential regulatory barriers to emergency and transitional response efforts, as well as a range of positive developments and initiatives that can enhance the effectiveness of shelter activities.
While emergency disaster responses prioritise and tackle the immediate needs of people, effective risk reduction plans sustainably address a community’s medium and long-term resilience and recovery. Such plans involve analysing and mitigating the many damaging effects of disasters that extend far beyond the initial event. For people and regions that rely on animals, this means a ‘big picture’ approach encompassing both human and animal welfare.
This report carries out a rigorous literature review around four key areas:
Is education seen as a ‘high priority’ amongst emergency affected populations?
To what extent is schooling disrupted by different types of emergencies? And how are different groups affected?
What are the economic and human costs of emergencies on education? And what are returns to investment in education in emergencies?
What is the nature of funding for education in emergencies?
